Deputy of the Dnipropetrovsk Regional Council of several convocations — from different parties; in 2020, he ran for mayor of Dnipro from "Servant of the People", losing to incumbent mayor Filatov.

Convicted subordinate, paid parking scheme, and accusations of "ignoring the metastases of corruption"

The Security Service of Ukraine detained the head of the radiation safety center of Mechnikov Hospital for receiving a bribe; the court issued her a guilty verdict. However, Ryzenko did not dismiss the convicted corrupt official — the media and colleagues perceived this as encouraging corruption in the institution and demoralizing the staff. Ryzenko did not respond to inquiries, which journalists qualified as "ignoring the metastases of corruption." A separate scandal involved a paid parking scheme on the hospital grounds: for 60 hryvnias, any vehicle could enter the medical facility's territory and remain overnight, posing a threat to the safety of the wounded and medical staff. In response to journalists' questions, Ryzenko stated that "this issue should be addressed not to him."
