Entrepreneur, former police officer (employee of Kyiv Main Directorate of the Ministry of Internal Affairs), boxer-sambist, and chanson singer. Member of Parliament of the VIII convocation from the Petro Poroshenko Bloc (No. 48), Deputy Head of the Verkhovna Rada Budget Committee; Head of the Mykolaiv Regional State Administration (2016–2019). President of the National Sambo Federation of Ukraine. One of the co-founders of the bankrupt “Avant-Bank” (Chairman of the Board in 2011–2012), whose partners included Heletey, Yarema, and Shulmeister.
The Voloshyn case and bribes
On March 30, 2018, temporarily suspended from the governor position during the investigation into the suicide of the former director of the municipal enterprise "Mykolaiv International Airport," Vladyslav Voloshyn; according to one version by law enforcement, it was caused by coercion to sign certificates of completed work (Savchenko denied the accusations). The airport director Halayko was involved in an attempt to bribe the governor with 700,000 UAH (he later received a suspended sentence). In 2008, Savchenko himself admitted that as president of FC "Desna" he gave bribes to football referees.
Assets and accusations
Declared approximately 41 million UAH in annual income; lawyer Beilin publicly claimed that Savchenko allegedly contributed 500 million UAH for appointment as governor, earned from the bankruptcy of “Avant-Bank.” In 2010, he sold 1 hectare of agricultural land in Kirovohrad region for 96.5 million UAH without paying income tax.
