Savchuk Serhii Dmytrovych

Former Head of the State Agency on Energy Efficiency who went into the “green” business that he himself promoted

Serhii Dmytrovych Savchuk - career energy official: Cabinet Secretariat, NERC, supervisory board of Naftogaz (2010–2013), energy project manager at TAS Group of Tihipko. From 2014 to 2019, he was the head of the State Agency on Energy Efficiency and Energy Saving—the main state promoter of the “green tariff,” one of the highest in Europe.

“Revolving door” to Clear Energy

Immediately after his resignation in 2019, he became CEO of the Clear Energy group—a private operator of biogas, biomass, wind, and solar power plants, i.e., a business that earned income precisely from the incentives and tariffs that his agency established. Formally, civil service legislation did not prohibit this, but it is a textbook conflict of interest of the revolving door type; no official proceedings from the National Agency for Corruption Prevention (NACP) have been recorded against him.

Labaziuk's Sphere

Since May 2022, he has been the director of development and investments at the Vitagro group, controlled by the family of People's Deputy from "For the Future" Serhii Labaziuk (who in 2025 received a suspicion from NABU for offering a bribe). Savchuk himself has no suspicions; he is also the head of the Ukrainian part of the Ukrainian-Turkish Chamber of Commerce and Industry.
