From Yanukovych’s Presidential Administration to "black" PR funded by Portnov
Konstantin Shpyliovyi is a former deputy of the Odesa City Council of the 5th convocation from the "Our Odesa" bloc, and also ran for the Odesa Regional Council. He is a former employee of Yanukovych’s Presidential Administration. According to journalist Boryslav Bereza, as early as 2016, Shpyliovyi received money from Andriy Portnov for harassment of journalists. Shpyliovyi owns two media outlets — 368 Media and the fake "detective bureau" Absolution. The Telegram channel associated with his entities is marked by the Institute of Mass Information as pro-Russian. These resources operate by attacking entrepreneurs followed by demanding money for removal of publications.
Hiding in the EU, fraud schemes and enforcement against ex-wife
According to investigators, Shpyliovyi’s activities show signs of fraud, money laundering, and tax evasion, as well as deliberate deception of government bodies in EU countries — he is in hiding abroad. In 2025, Shpyliovyi collected about 477 thousand hryvnias from his ex-wife as "reimbursable financial assistance."
