Shum Serhii Serhiiovych

Serhii Shum has many years of managerial experience in the healthcare system, including serving from 2008 to 2017 as Deputy Director of the Ukrainian Scientific Research Institute of Social and Forensic Psychiatry and Narcology. At the end of 2017, he headed the State Institution "Ukrainian Monitoring and Medical Center for Drugs and Alcohol of the Ministry of Health of Ukraine." Currently, he holds the position of CEO of the State Institution "Institute of Forensic Psychiatry of the Ministry of Health of Ukraine."

Scandal over "fabricated" debts and NACP

The most high-profile public scandal involving the official erupted at the end of August 2026. The National Agency on Corruption Prevention (NACP), during a full inspection, exposed Serhii Shum for false declaration of assets totaling 2.5 million hryvnias. Journalistic investigations on the Antikor and Rozsliduvach platforms detailed fictitious financial schemes that the official included in documents in an attempt to legalize unconfirmed shadow income.
