Constitutional Court judge from "Servant of the People," appointed without competition and integrity check
Constitutional law expert (born 1980, Kyiv), Doctor of Law, Professor of the Department of Constitutional Law at Taras Shevchenko National University of Kyiv, author of over 170 works. In 2019—Member of Parliament from "Servant of the People" (No. 122), Deputy Chair of the Committee on Legal Policy; since October 2019—permanent representative of the Verkhovna Rada to the Constitutional Court. On July 27, 2022, the Rada appointed her a judge of the Constitutional Court of Ukraine (293 votes), after which she resigned her parliamentary mandate.
Controversial appointment
Lawyers (M. Zhernakov, DEJURE) called the appointment unconstitutional: Sovhiria did not go through a real competition (the introduction of which is a requirement of the EU and the Venice Commission), and the law on the Constitutional Court prohibits judges politically affiliated with parties. She did not pass an integrity check—deputies decided "not to waste time."
"Kharkiv Agreements" and assets
According to an investigation by "Schemes" (2022), in 2010 she provided the Constitutional Court with an expert opinion in a case concerning the terms for hosting foreign military bases—in the context of extending the deployment of the Russian Black Sea Fleet in Crimea. Media also recorded expenditures exceeding her declared incomes.
