Minister of Energy under the Yanukovych government (2012–2014), who fled to Israel under the name Nathan Rosenberg

Minister of Energy and Coal Industry in the second Azarov government (December 2012 — February 2014). Previously, head of the National Joint-Stock Company "Nadra Ukraine." After Yanukovych's ousting, he immediately left Ukraine. On March 21, 2014, the General Prosecutor's Office together with the Department for Combating Organized Crime conducted searches in Stavytsky's premises and offices. On March 24, he was declared wanted on suspicion of embezzlement of state property on an especially large scale and money laundering. Since August 2, 2014, he has been wanted by Interpol. He settled in Israel in the elite district of Kfar Shmaryahu near Tel Aviv, obtained citizenship, and changed his surname to Nathan Rosenberg; according to the General Prosecutor's Office, the citizenship documents were forged.

Interpol lifted the search, gas fields returned, BRSM-Nafta network under investigation

On April 25, 2017, the Interpol File Review Committee upheld the lawyer's complaint and removed Stavytsky from the international wanted list, recognizing the criminal prosecution as political. The court returned 19 gas fields transferred to a company associated with Stavytsky and former Minister Priyaznyuk to Ukraine. The head of the Security Service of Ukraine confirmed that the oil depot near Kyiv and the BRSM-Nafta gas station network—which grew sixfold during Stavytsky's ministry—are linked to the former minister; the Ministry of Internal Affairs opened a separate case regarding the network.
