Former Minister of Health and Director of the "Polygraph Combine"
Former Minister of Health of Ukraine (2020–2021). From 2011 to 2016 — Director of the SE "Polygraphic Combine 'Ukraine'". On July 21, 2023, NABU and SAP exposed a large-scale scheme of embezzling funds from the "Polygraph Combine" amounting to over 450 million UAH involving individuals from Ukraine, Estonia, and France. Stepanov received the first suspicion notice; on September 13, 2023, the High Anti-Corruption Court arrested him in absentia. According to media reports, he left the country earlier in 2023 — before the suspicion was announced.
7 million euros from copyright on passports via shell company in the EU and a second suspicion in 2025
On May 23, 2025, NABU reported a second suspicion: Part 4 of Article 368 and Part 3 of Article 209 of the Criminal Code — receiving unlawful benefit in the form of copyrights on the design of protective elements of foreign passports and ID cards, as well as legalization of about 7 million euros of income from their use. A shell company in the EU was used to implement the scheme, reselling materials up to 6 times above market price. Thus, through Stepanov's hands went at least two major corruption chains — embezzlement of the state enterprise and monopolization of copyrights for the protection of Ukrainian documents. He remains abroad.
