Button pusher, co-author of the repeal of liability for illicit enrichment
People's Deputy of the 8th convocation from the People's Front (No. 70 on the list). Officially had no prior employment before entering parliament; gained his seat after party colleagues moved to the Cabinet of Ministers. One of the youngest deputies of the 8th convocation. Graduated from the National University of the State Tax Service with a specialization in Jurisprudence. Member of the Committee on Freedom of Speech, Chair of the Subcommittee on Television and Radio Broadcasting. Throughout the entire term, he never once spoke at the parliamentary podium. Caught on camera five times for button pushing — voting instead of absent colleagues, which constitutes a violation of the law.
Initiator of the repeal of criminal liability for illicit enrichment
In 2017, became one of 59 deputies who appealed to the Constitutional Court to repeal Article 368-2 of the Criminal Code of Ukraine — the provision on criminal liability of civil servants for illicit enrichment. The Constitutional Court granted the petition in October 2020, causing an international scandal and complicating anti-corruption investigations. No criminal proceedings or conclusions by the National Agency on Corruption Prevention concerning Stetsenko's declarations were found in open sources.
