Director of Rivne NPP, subject of the “Midas” case, with a ghost estate and a BMW registered to pensioners

He started at Zaporizhzhia NPP, and since 2017 headed the executive directorate for production and repairs. Since September 2025, he has been the head of Rivne NPP. The surname Tkach appears in wiretaps of the "Midas" case: his appointment “at Rivne” is discussed by suspects Ihor Myroniuk (former advisor to the Minister of Energy) and Dmytro Basov (former security officer of Energoatom).

Estate without registration, a penthouse and a BMW X7 — all registered to his parents

In registries, Tkach himself owns only an old apartment in Pozniaky, a worn Mitsubishi Outlander, and a land plot in Khodosivka near Kyiv in the elite residential complex "Obriy Family Club." However, on the plot there has long been a built estate that does not exist in the registry; the official stated he "had not counted" the expenses because he paid in stages and that the house is "still unfinished" — although photos from the developer dated 2023–2024 show a completed facade, landscaping, and curtains in the windows. From 2022 to 2025, a 160 sq. m penthouse in the capital’s residential complex "Time" and two parking spaces were registered to Tkach’s parents — sold a few weeks before active NABU investigations began in the “Midas” case. On his mother’s name, a BMW X6 (~$80,000) and a BMW X7 xDrive40d (~$140,000) were successively registered. Tkach explained that his parents earned money from nuclear power plant construction in India — however, journalists determined that the declared incomes of his parents do not cover the total expenses for all this property.
