The new Acting Head of PlayCity is a “digital” deputy who took charge of the agency amid scandal

An IT specialist by profession: at the Ministry of Health he implemented the electronic healthcare system and the medical device registry; since October 2024, he worked at KRAIL (Department of Digital Solutions and Gambling Addiction Prevention), then became Deputy Head of PlayCity for Digital Transformation (CDTO). On August 26, 2026, after the resignation of Hennadiy Novikov, the Cabinet of Ministers entrusted him with the duties of the agency’s head—albeit only as acting until a full competition is held.

And here is a nuance: PlayCity is currently being criticized primarily for the failure to launch the State Online Monitoring System (DSOM)—the system that was supposed to start operating back in 2022. It is precisely because of this that Hetmantsev accuses the agency of covering up billion-scale schemes, and the Office of the Prosecutor General has opened a criminal case regarding PlayCity’s actions. Tomaschuk, then CDTO, was responsible for the agency’s digital systems (including DSOM). That is, the person assigned to lead the “recovery” of the market is from the very center of the accusations. There are no personal suspicions against him—but the position is a heated one.
