Nelli Tsybulnyk is the daughter of the controversial head of the Novobavarskyi District of Kharkiv, born in 1988. In 2022, Mayor Ihor Terekhov appointed her head of the administration of Kholodnogirskiy District — neighboring her mother's district. In October 2025, she was promoted to Deputy Mayor of Kharkiv for Health Care and Social Protection. Officially, she is a "single mother," but her declaration tells a different story: a 299 m² house, two apartments, a 403 m² non-residential property, two land plots, three cars, and $157,000 in cash — with an annual income of 1.3 million UAH. In March 2026, Tsybulnyk purchased a hotel room in Batumi worth over 2 million UAH, taking a loan of 347,000 UAH.

Vote-buying, overpayments on windows, and a NABU case

During the 2020 quarantine, Tsybulnyk, together with her mother and Mayor Terekhov, distributed Easter cakes in the Novobavarskyi District — with their names on the cards. The Kharkiv Anti-Corruption Center (HAC) recorded possible overpayments on window purchases in the Kholodnogirskiy District administration under her leadership. In April 2026, NABU opened a criminal case concerning "discrepancies" in the declaration of Kharkiv Deputy Mayor Nelli Tsybulnyk totaling 7 million UAH.
