Former customs officer at three customs offices
Former Deputy Head of the Kyiv Customs Serhiy Tupalskyi invested over $2 million in cash into the construction of a restaurant-hotel complex in Bukovel during 2020–2021. These funds had no legal justification based on the official family income. To conceal the owner, the hotel was registered under his brother. However, the investigation established that Tupalskyi continued to control the business and receive profits.
In November 2019, the National Anti-Corruption Bureau of Ukraine (NABU) and the Special Anti-Corruption Prosecutor's Office (SAPO) detained Tupalskyi in a case involving a scheme to minimize customs payments, alongside businessman Vadym Alperin. The state suffered multimillion losses. Tupalskyi announced he was "ready to go to jail if even one piece of evidence is presented." Evidence was presented. He did not go to jail. The case has been dragging on for years.
In March 2026, NABU announced a new suspicion — legalization of property obtained by criminal means (Part 3, Article 209 of the Criminal Code of Ukraine). The High Anti-Corruption Court (HACC) set bail at 20 million UAH. Meanwhile, the old smuggling case with Alperin is still under consideration in HACC — and analysts believe there is little real chance of a verdict. The judicial system does not pose much hindrance.
After the high-profile arrest in 2019, Tupalskyi established a sole proprietorship producing furniture and promoted it on social media. His wife purchased a house in an elite neighborhood near a well-known billionaire. The source of funds for the house is unknown. The official, who was caught twice, continues to live better than his official biography allows.
