Governor of Donetsk from Poroshenko, ATO volunteer, multimillionaire sister from "Farmak"
A lawyer and former policeman who rose from commercial director to governor of a frontline region. From 2015 to 2018, he was the head of the Donetsk Regional Military-Civil Administration. His older sister is Filia Zhebrivska, a multimillionaire and chairperson of the board of Farmak—the largest domestic pharmaceutical manufacturer.

Lobbying "Tramadol" and the Mariupol scandal
While serving as deputy head of the Health Committee, he lobbied for the sale of the narcotic drug "Tramadol," produced by the related company Farmak. As head of the Donetsk Regional Military-Civil Administration, he was involved in a scandal with a contractor in Mariupol.
NABU auditor—and left after 5 months
In June 2018, Poroshenko appointed Zhebrivsky as auditor of NABU. In December 2018, he submitted a resignation citing "lack of legal grounds to perform auditing activities."
