Graduated from the National Academy of the SBU (2003) and the State University of Finance and International Trade (2009). Since 2003 — employed in national security agencies. From 2017 to 2019 — Deputy Minister of Information Policy, co-author of the Doctrine of Ukraine's Information Security, responsible for strategic communications.

Poll about Sheremet and the “hacked” page

After the high-profile staged death of Arkadiy Babchenko, Zolotukhin proposed a poll on his page: whether users would agree "that the story of Pavlo Sheremet’s death was also staged by the SBU." The scandal erupted instantly. The chief editor of Ukrainska Pravda, Sevgil Musayeva, publicly called him a "cowardly scoundrel" for deleting posts and closing the page. Zolotukhin claimed he did not create the poll and that the page was "hacked by fraudsters." Shortly after the scandal, Honcharuk signed a decree dismissing him.

Modest declaration without a car

The declaration includes a 39.3 sq.m. apartment belonging to his mother in Kyiv and a 64.5 sq.m. apartment in Kharkiv owned two-thirds by his wife. The couple has no movable property, including vehicles. For nine months of work — 372,000 UAH salary.
