Since 2022, the TRSSC have completely replaced the Soviet system of district and city military commissariats (military enlistment offices). Despite their important state function of replenishing the Armed Forces of Ukraine, the activities of the TRSSC have become one of the most discussed and resonant topics in the country (busification).
The issue of "express mobilization"
Ukrainian courts are overwhelmed with lawsuits from citizens against the TRSSC. Administrative courts increasingly consider cases of so-called "express mobilization." The TRSSC often manage to mobilize an individual within one day (from being stopped on the street to being sent to a military unit), before state electronic registries can update information about the person's lawful right to deferment (for example, due to education or caring for sick relatives). In such cases, courts increasingly rule in favor of citizens and cancel conscription orders.
Any complaints about procedural violations and abuse of authority by military enlistment office staff are now promptly investigated by the Military Law Enforcement Service (MLES).
