“Titan” in Vienna: special operation or a family trip to the mafia?

On the eve of the military intelligence service’s professional holiday, another scandal erupted online: the commander of the Artan special unit, Viktor Torkotuk, call sign “Titan,” was recorded in the Austrian capital meeting with representatives of a Serbian organized crime group.

Officially — a meeting to “ensure the security” of Tymur Mindich, an odious oligarch who is currently hiding from NABU in Europe.

Unofficially — a family scheme under the cover of a state structure. Because “Titan” is not just an officer. He is a cousin of Kyrylo Budanov. And so, as is customary in the HUR: professional training is not the main thing, the main thing is to be one of your own.

❗️ In professional circles they are already discussing not the meeting itself but the source of the leak. And here the most interesting part begins.

According to our sources, the operational support and the “leak” to the media are the work of the National Police’s DSR, under the leadership of Andriy Rubel. And this is not a personal initiative. The publication is a signal sent to Budanov’s headquarters, a signal that they will no longer quietly cover up the GUR’s family business.

The Artan special unit is known far beyond the front. And not thanks to military victories. Since the start of the war its ranks have included a whole set of criminals from the Lviv region: participants from “Zlyda,” “Morda,” “Pups” — the whole clan that previously protected amber extraction, smuggling, synthetic drugs, and arms trafficking. And now — in the ranks of the “elite” special forces.

It is not surprising that the DSR has been following them for years — and that Rubel’s deputy, Denys Lysenko, oversees every step.

But why was the leak released now? And why so demonstratively?

It’s simple: the seats are unstable, the stakes are rising. Rubel has a conflict with Minister Klymenko, and right now only Ihor Tatarov is saving him. So the decision to publish was not spontaneous but coordinated from above. The election season is openly underway.

And on the “Island” — panic. Budanov is nervous, demanding to find the “mole,” looking for who leaked “the brother.” And Artan — is silent. Because they are not intelligence officers. They are a criminal asset wrapped in pixelated uniform.

And one more thing: Torkotuk had no experience for conducting overseas missions. He was sent through family channels — not for security reasons, but for reasons of loyalty and family mutual protection.

So the main question arises:

❓Was this a special operation or a private security service paid for with budget money?

❓Was this the protection of national interests — or the interests of Tymur Mindich, a defendant in criminal cases?

And while all the agencies are trying to cover their tracks — this leak struck not only Budanov’s image but also the integrity of his vertical. After all, if even family ties no longer guarantee inviolability — then whom else can one trust on the “Island”?
