Ruslan Oliynyk has completed his work at the Kyiv Oblast State Administration

The first deputy head of the Kyiv Regional State Administration, Ruslan Oliynyk (in the photo on the right), announced his completion of work at the Kyiv regional state administration. His last working visit was to the Obuhivska hromada, where, together with the deputy heads of KODA Ivan Dobrovolskyi and Zhanna Osypenko, he inspected educational, medical, and veterans facilities.

“Completed his work at the Kyiv Oblast State Administration with a working visit to the Obukhiv territorial community,” the post reads.

It is reported that during the visit officials focused on key development directions of the community — education, modernization of medical facilities, and support for veterans.

In particular, representatives of the Bilohorodka, Bila Tserkva, Boryspil, Volodyarska, Ivankivska, Kagarlytska, Makarivska, Obukhivska, Piryivska, and Uzynska communities were handed the keys to 10 new school buses. According to him, the bus fleet of Kyiv region currently includes 516 vehicles, of which 61 are equipped to transport children with disabilities. Over the last three years, the communities of the region have received 212 new buses. Also, in 2026 year, thanks to almost 75 million hryvnias of the state subvention, together with the communities, it is planned to purchase an additional 35 buses.

During the trip Oliynyk also visited the multidisciplinary hospital of intensive care, where after a capital renovation a modern diagnostic department was opened. It already houses ultrasound and functional diagnostics, endoscopy, magnetic resonance imaging, and health screening rooms. In the first one and a half months of MRI operations at the hospital, about 100 high-precision examinations were conducted, and the health screening program 40+ was used by almost 300 residents of the community.

Also the officials visited the veterans’ space of the Territorial Center for Social Services, located in a new building. There, veterans, their families, families of servicemen, fallen defenders, missing and captured military personnel, receive support and guidance. In the community there are five specialists providing veteran support, and support measures have already reached 1 897 recipients of social services. They help solve social, legal, and medical issues, provide consultations, accompany, and ensure access to state and local programs of support.

KVB note: Ruslan Oliynyk was born 27 September 1985 year in Nikopol, Dnipropetrovsk region. He has education in electrical engineering and electromechanics, public administration, law, state security, and military administration.

In various years he worked in security, at state enterprises and in government bodies. In particular, he served as an advisor on economic security to the president of SE NNEK “Energoatom,” advisor on security to the general director of PJSC “Artemsol,” advisor on security to the head of the Dnipropetrovsk Oblast State Administration, first deputy chairman of the board of JSC “Plant QUANT” of the Ukroboronprom state corporation, and as vice-rector for innovative development of the Ukrainian State University of Science and Technology.

After the start of the full-scale invasion, he was conscripted into the Armed Forces of Ukraine. In 2022 year he was appointed coordinator of the Kyiv region garrison for internal security, subsequently — first deputy garrison commander of Kyiv region and commander of Kyiv region.

The military rank of “lieutenant colonel” was conferred on Ruslan Oliynyk by order of the commander of the forces of the Northern Operational Command of the Ground Forces of the Armed Forces of Ukraine, dated 17 October 2023 year.

18 April 2025 year Oliynyk was appointed deputy head of the Kyiv Oblast State Administration, and 13 April 2026 year — first deputy head of the Kyiv Oblast State Administration. From 17 to 30 July 2026 year he temporarily served as acting head of the Kyiv Oblast State Administration. From the temporary service he was dismissed in accordance with the President of Ukraine’s Decree of 30 July 2026 year No. 675/2026.

Also Ruslan Oliynyk was a deputy of the Amur-Nyzhnodniprovskyi District Council in Dnipro, a deputy of Nikopol City Council, and head of the Servant of the People faction. In 2019–2025 years he was an assistant to a member of the Ukrainian parliament.

As a reminder, President of Ukraine Volodymyr Zelensky 16 in July signed a decree temporarily appointing Ruslan Oliynyk as acting head of Kyiv Oblast State Administration. In another decree the Head of State dismissed the head of the Kyiv Oblast State Administration, Mykola Kalashnyk, who moved to work for the Government.
