For his part, the president of the Association "Gas Traders of Ukraine," Andrii Myzovets, believes that the rise in petroleum product prices has triggered a chain effect in the natural gas market. Водночас, за його словами, на ринок впливають і додаткові фактори.

«Основним об’єктивним чинником, який вплинув на збільшення цін, є те, що після зупинки найбільшого і фактично єдиного нафтопереробного підприємства в Україні понад 85% світлих нафтопродуктів залежать від імпорту», – зазначив Кириленко.

Директор енергетичних програм Центру Разумкова Володимир Омельченко у коментарі «Главкому» заявив, що ситуація на паливному ринку залишається складною не лише через світові ціни на нафту, а й через внутрішні регуляторні рішення, які поступово витісняють дрібних учасників ринку. На його думку, українські мережі АЗС працюють із вищою маржею, ніж європейські трейдери, однак контролюючі органи не поспішають втручатися.

Своєю чергою президент асоціації «Газові трейдери України» Андрій Мизовець вважає, що подорожчання нафтопродуктів спровокувало ланцюговий ефект і на ринку природного газу. За його словами, спекулятивні коливання на нафтовому ринку вже спричинили суттєве зростання цін на газ на європейських хабах, що ускладнює підготовку до опалювального сезону та наповнення сховищ.

У коментарі «Главкому» експерт також зазначив, що нинішня ситуація на паливно-енергетичному ринку значною мірою зумовлена психологічними настроями та спекулятивними чинниками, а не реальним дефіцитом ресурсів. На його переконання, урядові варто відмовитися від популістичних заходів на кшталт «паливного кешбеку» та зосередитися на податковій складовій вартості пального, яка перебуває у прямій компетенції держави.

Також експерт з міжнародних енергетичних та безпекових відносин Михайло Гончар пояснив у коментарі «Главкому», що подорожчання пального в Україні пов’язане насамперед зі зростанням цін на європейському ринку нафтопродуктів, звідки країна імпортує більшість бензину та дизеля. Додатково на вартість впливають російські атаки на портову інфраструктуру, які ускладнюють логістику.

Інші фактори росту цін на пальне:

зростання обсягів попиту та скорочення обсягів пропозиції та запасів;

зростання фактичної вартості придбання нафтопродуктів та прогноз подальшого зростання собівартості нафтопродуктів;

збільшення вартості логістичних послуг;

неможливість порівняння умов і об’ємів зберігання палива на території України.

Антимонопольний комітет відзвітував про результати перевірки ринку

Антимонопольний комітет наразі не бачить монопольних дій на ринку пального в Україні. Про це очільник комітету Павло Кириленко заявив під час пленарного засідання Верховної Ради.

За словами Кириленка, Антимонопольний комітет провів збір і аналіз великого масиву даних, щоб сформувати «об’єктивну картину ситуації» та зафіксувати основні ринкові тенденції. Це дало змогу відстежити різке подорожчання імпортного пального після загострення ситуації на Близькому Сході.

З 26 лютого до 31 березня, за статистикою Platts, ціни на дизель зросли на 86%, а ціни на імпорт – на 58%, водночас ціни на АЗС, за словами глави АМКУ, зросли лише на 39%. «При цьому середні ціни на АЗС в Україні зростали повільніше, бензин – на 16%, дизель – на 39%», – розповів він.
