Newly appointed minister chose Zhytomyr region for first visit: a modern home for displaced people is being built in Brusyliv with Estonia's support

Instead of yet another meeting in a Kyiv office, work began right on the ground — a large and candid meeting took place in Brusyliv. Participants included members of parliament, regional administration and council leadership, representatives of central authorities, and heads of all communities of Zhytomyr region. The main topic of the discussion was not filling reports but real assistance to people who lost their homes due to the war and preparing the region for future challenges.

Housing problems and preparation for the cold season: what was discussed at the meeting

The Brusyliv meeting proved to be highly substantive, as the range of issues encompassed everything today’s frontline and rear Ukraine lives by. Participants analyzed several key directions in detail:

Preparation for winter: how communities are passing the heating season and how the central government can help secure critical infrastructure.

Aid to displaced persons: providing people not with temporary shelters but with normal, decent housing.

Attracting investment: seeking international partners and technical assistance for the revival of the region’s economy and its destroyed infrastructure.

One of the main practical stages of the visit was an inspection of a construction site in Brusyliv, where a new apartment building is being erected for people who have lost their homes.

Estonian millions for Ukrainian coziness

The construction of social housing in Brusyliv is tangible proof of how international solidarity works in practice, not just on paper. The project is implemented with strong support from the Estonian government, and the actual construction work is carried out by the well-known Estonian company Harmet OÜ.

The total cost of the initiative is 950 thousand euros. As a result of the works, the community map will feature a modern 18-apartment building equipped with a reliable and safe shelter. The new apartments will become a cozy home for 60 Ukrainians who were forced to flee the war due to Russia’s aggression. On its part, the Brusyliv community undertook an important portion of the work — funding and installation of all necessary engineering networks and communications.
