Police Investigate Possible Forgery of the Kyiv Region AsMAP Meeting Minutes: What Is Known About the Case

Information about possible document forgery was entered into the Unified Register of Pre-Trial Investigations 16 July 2026. Proceedings were opened under Part One of Article 358 of the Criminal Code of Ukraine.

As part of the inquiry, law enforcement asked the leadership of AsMAP Ukraine to provide materials that will help clarify the circumstances of the regional meeting. The investigation is to verify information about possible inclusion of false data in the final minutes. This was reported by the outlet “Moya Kyivshchyna.”

The police requested a full copy of the minutes along with attachments, the agenda, attendance lists, and registration sheets. Law enforcement also demanded documents confirming the presence of a quorum, the counting commission’s minutes, the vote tally results, and ballots.

Separately, the Association’s leadership must report who prepared the text of the minutes, who printed it, who signed it, and who forwarded the document to AsMAP’s central office.

The investigation was also interested in photographs, video and audio recordings made during the meeting, electronic copies of the minutes, information about the time they were created and edited, the files’ authors, and associated technical data.

Authorities will check whether changes were made to the minutes after they were signed, and whether AsMAP’s governing bodies made personnel or organizational decisions based on the results recorded in them.

Recall that the Kyiv AsMAP reporting and election meeting took place on 17 June. According to participants’ information previously published by “Moya Kyivshchyna,” during one of the votes Vasyl Shurupov may have received the most support. At the same time, the final document, as sources told the editorial staff, allegedly listed a different surname.

Journalists also reported the possible existence of an audio recording that may contain confirmation of discrepancies between the actual course of voting and the data in the official minutes.

The event was held behind closed doors. Media representatives were not admitted to the premises, and some participants publicly spoke of a nontransparent delegate registration procedure, selective admission of carriers, and possible manipulation in determining the results.

At the center of the public scandal was the head of the Kyiv regional AsMAP organization, Volodymyr Sviatokum.

Previous journalistic publications about the struggle for influence within the Association also mentioned Serhiy Tkachenko, Viktor Yadukha, and Oleksandr Blahodir.

At the same time, the police request on file does not list the surnames of suspects. The document also does not confirm that any of the named individuals were formally charged.

It is now up to the investigation to establish who was responsible for drafting and formalizing the minutes, whether the figures entered correspond to the actual voting results, and whether improper personnel or organizational decisions could have been made based on that document.

Add that a press conference was also held in Kyiv dedicated to the 35-anniversary of the Association of International Road Carriers of Ukraine. Business representatives and experts summed up AsMAP’s activities, discussed transport-sector problems, and further directions for its development.

Among the main issues cited were strengthening support for carriers, adapting the industry to European standards, and ensuring transparent interaction between the state and business.

One participant in the regional meeting told the outlet that there was no noticeable renewal of the governing bodies.

“No new faces, manipulation, and an intent to liquidate an effective organization for personal gain,” — the source told the outlet, describing his impressions of the event.

According to him, attendees allegedly observed actions by Volodymyr Sviatokum aimed at maintaining control over the regional organization. The participant also noted that the composition of the council practically did not change, and the average age of its members is approximately 70 years.

Sources also reported biased treatment toward new Association members, unfounded accusations, and an agitated reaction from the leadership.

The media’s exclusion raised separate questions, since the civic organization, in participants’ view, should have demonstrated openness. Previously journalists had already reported on developments in the regional AsMAP branch that its leadership allegedly tried not to bring into the public sphere.

Journalistic investigations also claimed that certain individuals within the Association may have been preparing the groundwork to remove long-time union head Leonid Kostyuchenko and members of his team.

The media also wrote about alleged concealment of abuses attributed to former finance director Tetyana Huzhevska, and about the purported unjustified involvement of law enforcement to pressure AsMAP’s leadership.

Journalists reported that the principal supporters of changing the Association’s leadership might be Serhiy Tkachenko, head of the Kyiv Region Participants’ Council, and Volodymyr Sviatokum.

Tkachenko is running for the position of AsMAP leader. Open sources also contained claims that his candidacy is allegedly supported by representatives of the leadership of Ukrtransbezpeka. There is no official confirmation of this information in the provided materials.

The confrontation over leadership positions may be tied not only to control of the civic organization. AsMAP owns significant collective assets, including the central office building on Konovalets Street in Kyiv and a large office-warehouse and freight terminal near Boryspil.

The terminal is located on a large plot of land, the market value of which is estimated in the millions of dollars. For this reason, AsMAP representatives suggest that events around the organization may be an attempt to gain control over its property.

Unconfirmed media reports also appeared that one of the city’s developers allegedly gave the initiative group an advance of 300 thousand dollars to work with delegates of the upcoming congress.

According to this version, the developer may be interested in demolishing the Association’s central office and subsequently erecting a multi-story complex in its place. There is no documentary evidence for these claims in the provided material.

The authors of the publications suggest that it was precisely because of the leadership conflict that the meeting on 17 June was allegedly attempted to be held without wide publicity. However, they say, active Association members prevented this.

Media materials claim that after the course of the meeting changed, Volodymyr Sviatokum allegedly threatened a representative of the State Property Fund of Ukraine and tried to prevent a representative of the state enterprise Ukrinteravtoservice, Oleksiy Usachov, from entering the hall.

It was also reported that representatives of the outlet “StopKor” were removed from the premises. According to journalists, Oleksiy Usachov called the police to record possible violations and to gain admission to participate in the meeting.

Those involved in the conflict are urging the Kyiv regional leadership, in particular its head Mykola Kalashnyk, to pay attention to the situation. In their view, due to the struggle for control over AsMAP a large number of the region’s carriers have become hostages of the internal confrontation.

Earlier “StopKor” reported on the conflict during AsMAP’s regional meeting in the Kyiv region. The outlet’s representatives were not allowed into the hall, and, according to journalists, Oleksiy Usachov of the state enterprise Ukrinteravtoservice was initially prevented from participating in the session. The police were called to the scene to document the situation.
