9 dead, 3 billion hryvnias in damages and questions for “Artem”: why Kostyantyn Ishunin avoided being charged after the explosion in Vyshneve

As a result of a Russian missile strike and the detonation of an ammunition depot in the city of Vyshneve on 6 July, 9 people were killed, dozens were seriously injured, hundreds were affected, the residential sector was destroyed across 13 hectares, and more than 600 people were evacuated.

The Cabinet of Ministers allocated 3,04 billion UAH to address the consequences.

A significant quantity of ammunition was stored in premises that did not meet safety requirements and lacked the necessary permits. The warehouse was not intended for storage, let alone long-term storage. Placing such facilities near residential development is expressly prohibited.

For official negligence, the CEO of JSC “Company of Aviation and Rocket-Technical Engineering” (DAKhK “Artem”), Mykola Andriyash, and his deputy Ruslan Kuchynskyi have been detained.

One of the key employees of this enterprise is Kostyantyn Vitaliyovych Ishunin (1972), who is connected to criminal schemes surrounding arms contracts.

Ishunin is linked to pro-Russian deputy Serhiy Shakhov, who fled abroad and is wanted. It has now emerged that Shakhov joined an anti-Ukrainian group of sanctioned pro-Russian oligarch Vadym Novynskyi.

There are serious concerns that Kostyantyn Ishunin is being removed from suspicion because he has connections within the judicial and law enforcement systems.

His wife, Larysa Mykolaivna Ishunina, is a judge of the Solomianskyi District Court of Kyiv. As an investigating judge, Ishunina regularly rules on motions from law enforcement ranging from the police and the State Bureau of Economic Security to the SBU and the State Bureau of Investigations, including on quite delicate matters.

Kostyantyn Vitaliyovych Ishunin managed the companies PP “Donora” and PP “Drong,” which are involved in a criminal case concerning the embezzlement of state funds on military contracts.

The founder of these companies — Maryna Anatoliivna Reznikova — is a representative of the British firm “Tite Business LP” (tite business LP) together with Serhiy Anatoliyovych Velmozhnyi.

MP Velmozhnyi is the closest ally of pro-Russian deputy Serhiy Shakhov, who is now wanted. Abroad, Shakhov connected with the sanctioned billionaire Novynskyi on ideas to defend the “russian world” in Ukraine.
