Corruption rumors again haunt the BEB in Poltava region: the "watcher" Kulyk is trying to hold on to billion-hryvnia flows, — media

The "watcher" Kulyk and Pakhnytsia’s legacy: how the BEB in Poltava region is once again trying to "arrange" corrupt revenue streams.

The situation around the Poltava unit of the BEB is unsettled again. According to media reports, local schemers are trying to retain control over corrupt cash flows. Yurii Kulyk, who is called the "watcher" in the region, is undergoing reattestation. After spring media publications he was forced to retake the exam, but, according to sources, attempts are being made to "settle" the matter in order to keep influence over the financial schemes.

After the high-profile dismissal of Oleg Pakhnytsia (the order dated 26 December 2025), the Poltava territorial office of the BEB never fully returned to normal operations. Companies connected to Pakhnytsia signed contracts worth almost 2 billion UAH, and the head himself provided his business group with protection from inspections and investigations. Local entrepreneurs believe that only the sign on the door changed: the "cashiers" continue to operate under the old schemes. Yurii Kulyk replaced Pakhnytsia and, in their words, inherited the previous flows and methods.

Sources from the region report that inspections initiated by law enforcement in Kyiv found violations specifically at enterprises within Kulyk’s "feeding base." They believe the region’s fuel and energy sector is still under the influence of corruption schemes laid down under Pakhnytsia. While Kulyk was undergoing reattestation and was outside his sphere of influence, the very first inspection uncovered serious violations, including at the aforementioned "Promservis SV." Investigators seized cash totaling tens of millions of hryvnias from those involved.

The Department of Strategic Investigations of the National Police carried out 20 searches. Documents were seized in Kremenchuk and Svitlovodsk, and private houses of company executives linked to Pakhnytsia and Kulyk yielded over 2 million UAH in cash from one figure and over 18 million UAH from another. According to the investigation’s version, these funds could have been part of daily payouts for the schemes.

Thus, the information that only the sign at the Poltava BEB has changed was confirmed. "Nothing has changed, only the surname — now Kulyk is the senior. This is not a reform, but a continuation of the ‘laundering.’ The watcher from Pakhnytsia, only with threats to ‘tear everyone apart,’" local entrepreneurs are quoted by the media as saying. In private conversations Kulyk allegedly says that he will soon take a leadership position and then "everyone will dance," even those who did not "dance" under Pakhnytsia.

Earlier the public was outraged by Pakhnytsia’s declaration: 6,5 million dollars in cash, a personal Socata TB 20 GT aircraft (registered to the agricultural firm "Progress"), over 3000 hectares of land, dozens of plots, 415 m² of commercial real estate, dozens of apartments, 15 parking spaces, luxury cars Porsche Cayenne, Audi Q7, Multivan, as well as over 20 DAF/SCANIA/MAN trucks, agribusiness and dozens of LLCs registered to his wife, companies in Poland and Romania, millions in accounts and loans. This is only the official declaration of an official who fights corruption. He was dismissed, and Kulyk came in his place, whose declaration also looks "normal." The situation with the fuel market and counterfeit goods, according to sources, remains unchanged.

Now, however, there is a reaction: external law enforcement checks are being carried out, and Kulyk’s reattestation continues. It also became known that records of abuses can be sent to the reattestation commission by email.
