5000 hryvnias per first-grader: who will receive the payment

Ukrainian families whose children will enter school for the first time in 2026 will be able to receive 5 thousand hryvnias in state aid. Parents’ earnings and the family’s property status will not be taken into account — the money is intended for all families of first-graders.

The conditions of the program were explained by the Minister of Social Policy, Family and Unity of Ukraine, Denys Ulyutin, on Ukrainian Radio. The right to assistance does not depend on the form of education or the type of school. The child may attend a public or private institution or receive education through family or individual forms.

The main condition for assigning the money is that the first-grader’s data must be in the Ministry of Education and Science’s electronic system AIKOM-2. When the school enters information about the child’s enrollment there, the parents will be able to apply for the payment.

How to get 5000 hryvnias per first-grader

The procedure for applying for the aid does not require families to collect additional documents. After the first-grader’s information appears in AIKOM-2, one of the parents can submit an application through the appropriate government service.

There is no need to confirm earnings, family composition, or property status. The family’s financial situation will not be checked when assigning the payment, so parents’ income level does not affect the right to receive 5 thousand hryvnias.

According to the calculations of the Ministry of Social Policy, about 250 thousand Ukrainian children are expected to become first-graders in 2026. As of the beginning of August, the system had already processed more than 80 thousand applications, most of which successfully passed verification.

The first payments of 5 thousand hryvnias for each first-grader should reach families in the coming days. Applications may be submitted until 1 November, so parents who have not yet had time to apply still have time.

Families whose children’s information has not yet appeared in the education system will not lose the right to the money. After the school enters the necessary data, they will also be able to apply for the payment.

What 5000 hryvnias can be spent on

The money received from the state cannot be used for any needs. The payment is targeted and intended for the purchase of goods necessary for a child’s education in the first grade.

These funds can be used both at regular retail outlets and for online purchases. For this, the seller must have a payment terminal with one of the 30 allowed MCC codes, the list of which was determined by the Ministry of Social Policy.

With the state aid, parents will be able to purchase school supplies, clothing, shoes, and other items necessary for schooling. At the same time, it will not be possible to convert 5 thousand hryvnias into cash.

It is also not allowed to transfer the received sum to another bank card. The money may only be used for cashless payment of goods from categories specified by the program.

How to combine state payments in one account

Since August, families also have access to a special “Care for the Child” account, which is opened within the Diia.Card. It can simultaneously hold targeted funds received under several state programs.

One account may consolidate payments from the “Baby Package” and “Schoolchild Package” programs, childcare assistance up to one year, and funds from the “YeYasla” program. This option simplifies the use of state support for families who receive several different types of aid at the same time.

Shops do not need to undergo separate registration to participate in the program. To accept such payments, a retail outlet only needs a terminal with the appropriate MCC code.

In addition, stores can place a special sticker from the Ministry of Social Policy. It will inform shoppers that purchases at that outlet can be paid with funds from targeted state programs for children.
