The Government is Preparing a New Defense Financing Plan: Where Will the Funds Come From

The Ukrainian government is working toward fully meeting the updated funding needs of the Defense Forces by the end of 2026 year. At the same time, the Cabinet is already seeking additional resources and will engage international partners.

The government is seeking funds for full defense financing

The Cabinet of Ministers is working to ensure the updated funding needs of Ukraine's Defense Forces are met by the end of 2026 year. To this end, the government is not only assessing the required expenditures, but also seeking additional sources of resources, Prime Minister Serhiy Koretsky said.

He said he held a meeting with the participation of the National Security and Defense Council Secretary, the Minister of Finance, the Acting Minister of Defense, the head of the Foreign Intelligence Service, and the Minister of Internal Affairs.

During the meeting, the actual updated defense funding needs for the current year were discussed. According to the head of government, the Cabinet and the Ministry of Finance are working to fully provision all necessary expenditures.

At the same time, all domestic tax revenues, as before, are directed to the needs of the security and defense sector. The government plans to seek additional resources, including through international financial support.

Parallelly, the government has begun preparations for financing the Defense Forces in 2027 year. According to Koretsky, the vision of what the defense sector's financing should look like for next year has already been formed.

Currently, a comprehensive process is underway to form the state budget for 2027 year. Thus, the government plans to predefine the needs of the defense sector and the resources necessary to cover them.

A separate emphasis is placed on finding additional financing from international partners. This should help ensure the required expenditures without reducing internal budgetary resources directed to the security and defense sector.

Thus, the government's nearest task remains the full coverage of the Defense Forces' needs by the end of 2026 year, and the strategic task is to prepare sufficient financial resources for defense expenditures in 2027 year.
