Are women without children being offered to mobilize? The Center for Countering Disinformation responded to rumors

A petition appeared on the Cabinet of Ministers site proposing the introduction of mandatory mobilization for women who do not have children. The Center for Countering Disinformation at the National Security and Defense Council has already reacted to the initiative.

Petition gist The corresponding electronic petition was registered 10 in August 2026 (author — Stanislav Ivanovich Rusin). The author of the initiative proposes extending military obligation to able‑bodied women without children (except those who have legal grounds for deferment or health reasons). He justifies his position by the Constitution of Ukraine and the "principle of equality before the law and the need for a fair distribution of duties in time of war". Currently the petition has gathered only a few votes out of 25 000 required for consideration by the government. The Center for Countering Disinformation at the NSDC head Andriy Kovalenko promptly debunked rumors about possible changes in legislation and urged not to spread panic. "There is no planned female mobilization, just as there are no planned changes regarding parents of three children. Stop spreading nonsense," Kovalenko emphasized. Mobilization in Ukraine It should be recalled that compulsory conscription of women into military service during martial law in Ukraine is not provided. Women may join the Defense Forces only voluntarily—by signing a contract or applying through recruitment. Only women with medical or pharmaceutical education must be on military accounting.

However, being on the register does not mean automatic or compulsory call to the front—service for them remains voluntary as well.
