Head of the State Property Fund Will Appoint the Head of His Charitable Foundation as Deputy – Suspicion

The position of deputy head of the State Property Fund of Ukraine is intended to be held by 28-year-old Vladyslav Davydov, who has long been associated with the current head of the SPFU, Dmytro Natalukha. This is reported by Glavcom with reference to the declarations register.

Since the end of March 2022, Davydov has headed the charitable foundation “Pax Ukraine,” the ultimate beneficiary of which remains the head of the SPFU. In addition, in the IX convocation, Vladyslav Davydov was an assistant to People’s Deputy Dmytro Natalukha on a public and paid basis. In particular, for 2025 year he declared 386,4 thousand UAH in salary accrued by the Office of the Verkhovna Rada.

Moreover, last year the candidate for the deputy head position of the SPFU earned 4,3 million UAH in income from entrepreneurial activity. According to the YouControl analytical system, in March 2025 Davydov registered a sole proprietorship (FOP) specializing in commercial activity and management consulting.

As of 12 August, head of the State Property Fund Dmytro Natalukha has four deputies and a chief of staff on the payroll.

Earlier Natalukha reported that an audit of the State Property Fund revealed large-scale problems in the management of state assets. According to him, more than half of the enterprises on the Fund’s balance sheet effectively exist only on paper, and many strategic assets have accumulated significant debts for years, complicating their privatization.
