“No One Is Untouchable.” Head of the Zakarpattia Regional Recruitment and Social Support Center Suspended from Office

The head of the Zakarpattia Regional Territorial Recruitment and Social Support Center has been suspended from his position. The decision was made by Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi. This was reported by Hlavkom, citing the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.

Commenting on the decision, the ombudsman emphasized that no one is untouchable. Lubinets stressed that his office repeatedly documented human rights violations and corruption risks, including in the activities of the head of the Zakarpattia TRSSC. Official responses were sent regarding these facts, and they demanded that the violations be remedied.

Lubinets claims that instead of resolving the identified problems there were attempts to hush them up, and later informational pressure began. He also said there were intentions to fabricate criminal proceedings against employees of the Ombudsman’s Office who documented the violations. “This issue is much broader than a single personnel change. Why did this situation become possible at all? It is the result of more than one day and not the actions of a single person. When there is no proper oversight for years and systemic problems go unaddressed, a sense of impunity forms,” Lubinets said.

The ombudsman criticized the former leadership of the Ministry of Defense. In his view, it should have reacted much earlier to problems in the system of territorial recruitment and social support centers. At the same time, Lubinets emphasized that there is now a concrete result — an order to suspend the head of the Zakarpattia TRSSC.

“This is exactly the case when a signal about a problem did not go unanswered — a concrete decision was made in response,” he said. The ombudsman separately thanked Drapatyi for his response and stressed the need for interaction between bodies that document violations and the structures responsible for eliminating them.

Note that in October 2023 the Zakarpattia TRSSC was headed by Andrii Savchuk. In January of 2026 he was dismissed from the position and transferred to a reserve battalion, but already in March Savchuk was seconded back to the regional TRS C for 30 days to perform the duties of the head. Whether he still leads the recruitment center is not known for certain.

In July 2026 several Telegram channels and media outlets began publishing information that the new head of the Zakarpattia TRSC would allegedly be former commander of 128 OGShBr, Colonel Dmytro Lysiuk. But the recruitment and social support center itself denied this information.

Recall that at the end of 2025 the Security Service, together with the National Police, conducted sanctioned searches of the leadership and employees of the Zakarpattia Regional TRSC. They took place within the framework of a criminal proceeding on the fact of the illegal deprivation of liberty of Ukrainian citizens.
