Born on July 4, 1981, in Volnovakha, Donetsk region. Lawyer. Deputy of Volnovakha City Council of the VI convocation (2010–2014). People's Deputy of the VIII convocation from the "Petro Poroshenko Bloc" (2014) and IX convocation as non-party (2019). Since July 1, 2022 — Commissioner of the Verkhovna Rada of Ukraine for Human Rights.

A surge of complaints to the Territorial Conscription Centers (TCC) and systemic conflict with law enforcement agencies

From 2022 to 2026, the number of complaints against the TCC increased 333 times — from 18 to 6,127 per year. The main violations include illegal denial of leave, non-payment of aid to the wounded, use of handcuffs, illegal confiscation of phones. In certain regions, the TCC systematically obstructed inspections by the Ombudsman’s Office; the Uzhgorod court for the first time convicted a TCC head for blocking the work of Lubinets's representative.
