Alimony and cohabitation: what court documents and General Raltsev’s declaration revealed

Brigadier General and former head of one of the territorial recruitment centers Yurii Raltsev has been ordered by a court to pay alimony for the support of a minor child. At the same time, in his declaration for 2025 year he listed the child’s mother, Anna Limonova, as a person who lives with him but is not married to him.

This was reported by the international detective bureau Absolution Leaks.

According to court materials, in March 2019 a judge of the Shevchenkivskyi District Court of Zaporizhzhia, Olena Shchaslyva, issued a court order to recover alimony from Yurii Raltsev in favor of Anna Limonova. This concerns case No. 336/650/19.

The court ruled to collect from the serviceman alimony for the maintenance of the minor child in the amount of one-quarter of all types of his income each month. At the same time, the amount could not be less than 50% of the subsistence minimum for a child of the relevant age.

Recovery of alimony began on 31 January 2019. The court also allowed immediate enforcement of the decision for payment covering one month.

As Absolution Leaks notes, payment data indicate that funds were regularly withheld from Raltsev’s monetary allowance in favor of the child.

In 2020–2021 years, monthly payments mostly ranged from 4,2 to 4,8 thousand hryvnias, with small indexation amounts recorded separately. In 2022 the alimony amount increased and in some months amounted to between 6,7 and 7,6 thousand hryvnias.

However, after 2022 year detailed information about the size of payments is absent from the provided materials.

The investigators paid particular attention to Raltsev’s declaration for 2025 year. In it, Anna Limonova is listed as a person who cohabits with the serviceman but is not married to him.

Thus, according to court documents, Limonova previously applied to the court to recover alimony from Raltsev for the child, and in the serviceman’s declaration for 2025 year she is already indicated as a person who lives with him jointly.

At the same time, the mere fact of paying alimony does not indicate evasion of parental duties or the existence of arrears. The documents presented confirm the existence of a court decision to recover alimony and the corresponding payments.

Recall that earlier StopCor wrote that the National Police intensified an investigation into possible abuses in the work of territorial recruitment centers and military-medical commissions. Law enforcement officers reported suspicions against 76 heads of recruitment centers at various levels, and are also checking the circumstances of possible illegal exemption of almost 2,5 thousand conscripts.
