Out-of-school Activities Return to In-person Learning: What Has Changed in Ukraine Over the Year

In Ukraine, more and more institutions of extracurricular education are operating in person, while the share of those where classes are conducted only remotely is gradually decreasing. At the same time, the situation with shelters and technical provisioning has somewhat improved, although a number of problems still remain.

Changes are noticeable in the availability of institutions, and children and parents have begun to evaluate the organization of classes more favorably. This is evidenced by the results of a monitoring study conducted by the State Service of Education Quality of Ukraine.

In-person classes are more numerous, remote ones are fewer.

In 2025 – 2026 the academic year includes 67,7% of extracurricular-education institutions operating in person, whereas a year ago such institutions were 64,1%. At the same time, the share of institutions with fully remote learning decreased from 12,5% to 7,3%, so more children are gradually attending in-person classes.

There are also positive changes with shelters, as the share of institutions that do not have them at all decreased over the year from 11% to 8,1%. At the same time, not all available shelters are fully adapted for education: in some of them there is still a lack of backup power, Wi‑Fi, or conditions for conducting classes during air alarms.

The State Service of Education Quality also notes an improvement in the technical provision of extracurricular education. Problems with internet access and the necessary equipment have become fewer, although they have not yet been fully resolved.

Accessibility is improving, but not everywhere.

Gradual changes are also taking place in the accessibility of institutions, although a fully barrier-free environment is still far from being created everywhere. The share of institutions where the territory is navigable without obstacles rose from 49% to 53,6%, and the accessible doorways now have 65,7% of institutions compared with 62% a year earlier.

The situation with movement between floors has also improved, but it is here that problems remain the most. If in the previous year such conditions existed in 17% of institutions, now it is 21,4%, meaning that free movement between floors is possible only in about every fifth institution.

Along with these changes, satisfaction with the organization of classes has grown. In 2025 year, parents rated it at 90,3 points, and children at 87,3 points, whereas a year earlier the indicator among children was 74 points.

The State Service of Education Quality notes that extracurricular education demonstrates positive changes in the organization of learning and in technical provisioning. At the same time, further attention is needed to staffing issues, the quality of shelters, and the creation of a truly barrier-free environment.
