In three regions, Territorial Recruitment Centers recorded deceased, captured, and active service members as "mobilized": 446 cases found – Center for Investigative Journalism

Officials of Territorial Recruitment Centers (TRCs) in Chernivtsi, Ternopil, and Zakarpattia regions, according to the investigation, artificially “improved” mobilization statistics. The register listed as newly conscripted people who were not actually mobilized, active service members, and in one case a soldier who had already died and a fighter who is held in Russian captivity.

This was reported by the Office of the Prosecutor General.

Overall, law enforcement identified 446 such cases across the three regions.

In Bukovyna, the investigation suspects a 35-year-old former head of a district TRC of using fabricated questionnaire data and information about active servicemembers to inflate conscription figures.

In Ternopil region, according to the investigation, a 39-year-old former head of a district TRC registered as supposedly mobilized people who were already serving. That statistics also included a servicemember who had already died at that time and a fighter who has been held in Russian captivity for a long time.

Law enforcement recorded the most manipulations in Zakarpattia. There, the register included false information about people who had already been mobilized.

According to the investigation, they were recorded as allegedly undergoing a repeated military-medical commission review, after which a new conscription was logged.

Suspicions were filed against former and current district TRC officials, as well as staff who entered information into the system. Depending on their roles, their actions were qualified under Criminal Code articles on unauthorized actions with information in automated systems, official forgery, as well as complicity and committing a crime by a group of persons.

Courts have already imposed preventive measures on most of the suspects. The question of a preventive measure for the former head of the district TRC in Ternopil region is still being decided.

The National Police is intensifying investigative measures to counter abuses in the TRC system, as well as in granting exemptions and issuing military-medical commission conclusions. So far, suspects have already been notified to 76 heads of TRCs of various levels, the legality of granting postponements to nearly 2,5 thousand reservists is being studied, and 6,5 thousand groundless military-medical commission decisions have been annulled.
