Departure of a man with Group I disability: what documents are required at the border

During martial law, men with a Group I disability have the right to leave Ukraine. At the same time, when passing border control, it is necessary to have documents that confirm the grounds for crossing the border.

The mere fact of having a disability established is not sufficient for control procedures. Border guards need to be shown a document that officially confirms the relevant status. This is reported by Sudovo-yurydychna hazeta (Judicial and Legal Newspaper).

At the same time, it is not necessary to collect multiple certificates or disability IDs at once. To confirm the grounds for departure, one document from the established list is sufficient.

Which documents can confirm the disability

A man with a Group I disability can present one of the documents at the border that certify his status. These include:

a pension certificate indicating the disability group and cause of disability;

a certificate of social assistance award, which also lists the disability group and cause;

a certificate for receiving benefits for persons with disabilities who are not entitled to a pension or social assistance.

Thus, it is not necessary to have all the listed documents at the same time — one of them is sufficient.

What else is required to cross the border

In addition to proof of disability, to leave Ukraine you must have a valid Ukrainian passport for travel abroad.

For men aged from 18 to 60 years, a military registration document is also required. It may be presented in paper or electronic form, including one generated through the conscript’s electronic cabinet.

Therefore, a man with a Group I disability during border control must not only have the corresponding status but also documentarily confirm it. It is not necessary to obtain or carry multiple disability documents at once — one document provided for by the rules for crossing the state border is sufficient.
