Temporary housing for IDPs to be replaced with permanent housing: government sets deadline

The Cabinet of Ministers' Program of Activities envisions launching in 2027 the Registry of Housing for internally displaced persons. The document also provides for seeking long-term solutions to ensure housing for IDPs and their integration into communities.

What the Housing Registry provides. According to the government's plan, the new registry will become an information-analytical system of real estate objects, which will help build a systemic model for transitioning from temporary placement of evacuees to stable housing solutions. Responsibility for this task was assigned to the newly created Ministry of Communities, Territories and Internally Displaced Persons. What will be done this year. In 2026 the government plans to ensure coordination with the Ministry of Social Policy, Family and Unity and approve a work plan on IDPs. Separately, joint communication tools will be introduced — the 'single window' format, which is intended to inform evacuees about available services and benefits. Also this year, the system for horizontal alignment of local budgetary capacity will be improved — taking into account the needs of communities hosting IDPs and support for front-line territories. What tasks are set for next year. Among the priorities for 2027 the year are forming a cohesive regulatory framework concerning temporarily occupied territories, launching a unified escort and integration route for IDPs into communities, and continuing the managed evacuation of people from dangerous areas. Special attention will be paid to supporting people who returned from captivity or who were deported or forcibly displaced as a result of Russia's armed aggression. When will the Program be considered by the parliament. The Cabinet of Ministers approved the Government Activities Program 17 in August. The Speaker of the Verkhovna Rada, Ruslan Stefanchuk, said the parliament would consider the document in the near future in accordance with the established procedure.

About social support for IDPs. RBC-Ukraine has written about this repeatedly. For Independence Day, separate categories of Ukrainians, including among IDPs, received lump-sum payments — the amount depended on status and ranged from 450 to 3100 hryvnias. Earlier in August, we also reported that for certain IDPs money from the state would now come through a new mechanism — Ukraine launched an experimental project of a new method of financing social services for certain categories of evacuees, whereby funds go directly to a special recipient accounts. We also wrote about IDP payments in August — funds for accommodation are received on a schedule, but certain categories of evacuees should timely update their data. From 1 August, some IDPs lost the right to a housing voucher, though a new way to use the voucher as a down payment on a mortgage also appeared.
