In the Rada, the “National Cashback” was criticized and lawmakers called to abandon it

Programs “Available Loans 5−7−9%” and expanding military risk insurance require tens of billions of hryvnias; these funds can be found by reallocation of inefficient spending in the state budget. In particular, omitting the “National Cashback” will allow directing the necessary resources to business lending. This was stated by Danylo Hetmanetz, head of the Verkhovna Rada committee on finances, tax and customs policy, according to RBC-Ukraine. Thus, according to him, the state budget has up to 50 billion hryvnias for programs that the government essentially does not use. “It reaches the point that for every fifth program, the managers of funds for the entire first quarter are not even able to complete the procedure and approve the budget program passport in the Ministry of Finance. The money is allocated, but it just hangs. This is a huge problem of expenditure efficiency,” the deputy noted. Hetmanetz noted that he spoke with entrepreneurs who oppose this initiative in favor of financing business. “The effect on GDP growth from the cashback is 0,10% — it is within the margin of statistical error. This was a populist mistake that should be abandoned, and the funds redirected to lending for “5−7−9%,” the parliamentarian said. As “Fakty” reported, earlier the government by a resolution decided to extend the “National Cashback” program for another two years — until 30 April 2028 of the year.
