Silence of MPs: 100 parliamentarians did not speak in the Rada at all during the year

The Committee of Voters of Ukraine analyzed the statistics of speeches by people's deputies during plenary sessions of the Verkhovna Rada over 2020 year. Speeches from the floor and from the parliamentary rostrum were taken into account.

According to CVU data, 100 people's deputies did not speak in the Verkhovna Rada even once during the year.

The largest number of “silent” deputies are in Servant of the People — 73 individuals, or one in every four deputies of the faction. Among the members of the mono-majority who did not utter a single word during 2020 year are Yevhenii Brahar (known for the remark about selling a dog because of tariffs), Yurii Koriavchenkov (actor from Kvartal 95 known as Yuzik), Zhan Beleniuk (Ukrainian wrestler), Volodymyr Tymofiichuk (known for calling Kolomyia Raion “Kolomoyskyi”), Sviatoslav Yurash (one of the initiators of the NGO “Values, Dignity, Family”). Also among the silent deputies are several people who worked in the structures of Studio Kvartal 95: Olga Rudenko (marketing manager, LLC "Kvartal 95"), Oleksandr Kabanov (scriptwriter, LLC "Kvartal 95"), Olena Khomenko (director of digital products management, LLC "Kvartal 95").

Zero speech counts are also held by 12 people's deputies of the Opposition Platform — For Life faction. Specifically: Viktor Medvedchuk, Serhii and Yuliia Lyovochkin, Vadym Stolar, Taras Kozak, Serhii Larin, Yurii Solod, Oleksandr Feldman, Ihor Kisilov, Dmytro Isaienko, Vitalii Bort, Ihor Abramovych.

Another 6 “silent deputies” are non-affiliated: in particular, Andrii Derkach (subject to U.S. sanctions), Oles Dovhyi, Roman Ivanisov (previously accused of rape), Musa Mahomedov, Dmytro Shentsev, Yevhen Yakovenko. The remaining 4 deputies are members of the For the Future group, 3 – of the Dovira group, 2 – of the All-Ukrainian Union Fatherland (Batkivshchyna) faction.

There are no deputies who did not speak during the year among the European Solidarity and Holos factions.

In total, over 2020 year there were 89 plenary sittings of the Verkhovna Rada.
