"Monaco Battalion" and Empty Seats in Parliament

Ihor Abramovych is a billionaire from Kharkiv, a former MP of the IX convocation from OPZZh, and deputy chairman of the Committee on Finance. Since the beginning of the full-scale invasion, he has not appeared at Verkhovna Rada sessions for nearly six months, reportedly being at the French Riviera according to Ukrainska Pravda — in the company of oligarchs Zhevago, Yermolaiev, and MP Stolar. The State Bureau of Investigation opened a criminal case under part 3 of Article 332 of the Criminal Code of Ukraine (illegal transportation of persons across the border) — the "Monaco Battalion" included over 80 individuals, among them Abramovych.

Tender Collusion and "Warm" Schemes in Kharkiv

The High Anti-Corruption Court ordered the National Anti-Corruption Bureau of Ukraine (NABU) to file information into the Unified Register of Pre-Trial Investigations about a possible criminal conspiracy involving the leadership of the communal enterprise "Kharkiv Thermal Networks" and officials of the Kharkiv City Council — according to the applicants, the conspiracy was organized for the benefit of Stolar and Abramovych through their proxies Kuzmin and Miroshnyk.

Parliamentary Reception Office as a Shield for Business

"Schemes" journalists found that Abramovych granted the status of "People's Deputy Reception Office" to a building in central Kyiv where a company connected to him, "Inter Energy Group," is registered. This status complicates searches — requiring consent from the Prosecutor General. In 2020, Abramovych was one of the initiators of an appeal to the Constitutional Court of Ukraine, which annulled liability for false declarations. In February 2023, he resigned from his parliamentary mandate.
