Elections to the Rada: main players and party candidate lists

The current — early — parliamentary campaign is interesting because, for the first time in the history of Ukrainian parliamentarism, the communists might not make it into the Verkhovna Rada. New socio-political associations, tempered on the Maidan this winter, are already eyeing their places.

In particular, the young political party Democratic Alliance is running in the election together with Civil Position of Anatoliy Hrytsenko. In addition, the Ukrainian political scene was recently surprised by the news of a joint electoral bid by the party Samopomich ("mutual aid") of Lviv mayor Andriy Sadovyi, the political party Volya, representatives of the Donbas battalion and civic activists from the Reanimation Package of Reforms.

According to the latest poll by the Kyiv International Institute of Sociology (KIIS), the five-percent threshold is surpassed by four right-leaning political groupings: the Bloc of Petro Poroshenko, the Radical Party of Oleh Lyashko, Civil Position (Hrytsenko), All-Ukrainian Union Batkivshchyna — and only one center-left Strong Ukraine of Serhiy Tihipko.

The president’s strength

The undisputed leader of the parliamentary race remains the party of President Petro Poroshenko under the new name Bloc of Petro Poroshenko. Poroshenko and Vitali Klitschko signed an agreement in March to run together in the election. By the way, that deal was not widely discussed, and most UDAR members didn’t even have time to understand what had happened. A sort of intra-party democracy in UDAR style.

Also joining the president’s team was Olha Bohomolets, chief physician of the Maidan ambulance service. This also positively affects the image of the new force. Already in this lineup, according to the KIIS poll, this force is receiving — 37% of voters’ votes.

The one with the pitchforks

Oleh Lyashko unexpectedly finished third in the early presidential election with a result of over eight percent. According to the latest KIIS poll, his party receives 13% of votes, which allows it to contend for second place.

After several "striking" TV visuals of Lyashko attacking the regionals and communists, he took on the image of Robin Hood, who can take everything from the rich and give it to the poor — but that’s only populism. In difficult times for the country, populists concentrate large political support because people want rapid change. Society develops a demand for a person who will promise economic growth and an improved life today. However, in reality there is very little concrete action behind the rhetoric of such politicians.

Of course, Lyashko as a media personality is unique: a gifted demagogue with a sense of humor. During the Maidan, Lyashko transformed from a caricatured figure into a political personality that is hard to ignore. Now he is gradually occupying the niche that until recently belonged to the All-Ukrainian Union Svoboda — right-wing populism.

The lost Svoboda

Svoboda lost its support for two main reasons.

The first is insufficient radicalism on the Maidan. Svoboda’s position was diluted in a triumvirate with Batkivshchyna and UDAR. Before the Maidan there was a myth that Svoboda was a truly radical nationalist force that should carry on the Ukrainian cause of the OUN-UPA. With the start of the Maidan, that myth began to collapse. All the glory of the right radicals and "extremists" was taken by the Right Sector.

The second is ordinary voter disappointment. Although Svoboda functioned as the opposition’s muscle in many physical confrontations in the Rada, in practice beating up communists proved insufficient for popular love.

Svoboda fell into a trap. A parliamentary party that was then tied to the coalition could not afford calls for a forceful overthrow of the regime, but the people who voted for Svoboda expected exactly that from it.

Anatoliy Hrytsenko

Civil Position of Anatoliy Hrytsenko has quietly risen to third place (9,7%) in the latest KIIS poll, even overtaking the All-Ukrainian Union Batkivshchyna (6,1%).

Hrytsenko himself admitted that their internal sociology showed that the greatest support for Civil Position comes from people aged 45 years and up, which significantly narrows the party’s electorate.

A joint run with the young party Democratic Alliance solves this problem. This will positively affect Hrytsenko’s party image, as Democratic Alliance activists were active participants in the Maidan and so far remain politically chaste.

According to the KIIS study, Batkivshchyna received the lowest support among parties entering the new parliament (6,1%). But in every election Batkivshchyna shows somewhat better results than in sociological polls.

An increase in electoral support is quite possible, given the things Yulia Tymoshenko has taken on in this campaign. Batkivshchyna has seized a very “fat” slice of the electoral pie — they decided to build the campaign on the likely accession of Ukraine to NATO. As part of this campaign, Batkivshchyna is promoting the collection of signatures to call a referendum on joining NATO.

Today NATO in the minds of many Ukrainians is indeed transforming from a militarily hostile bloc into a symbol of security and peace — in contrast to the shattered image of a friendly Russia. This is a long but promising process. Many Ukrainians are frightened now; that fear can be exploited and used in an electoral campaign. People need their dream of peace restored. But this game is very dangerous. It could trigger a new wave of protests in eastern Ukraine.

Electoral system and new associations

Candidate for president Petro Poroshenko promised to change the current electoral system, but he did not achieve that. Apparently the president believes the parliament will be qualitatively renewed without changing electoral rules, and the number of former Yanukovych associates will be minimal. There is no perfect electoral system.

The difficulty of this electoral system for political parties lies in overcoming the electoral threshold of 5%. Under such conditions, young political forces have only two ways to get into the Verkhovna Rada.

The first is to find places for their party members on the lists of ranking political forces. Democratic Alliance took this path.

The second is to unite among themselves, where one electoral list is formed by many subjects — political parties, civic organizations, various unions and associations, etc. This path is much more difficult. The rating of such a political community is assembled piece by piece.

This path was taken by Samopomich of Lviv mayor Andriy Sadovyi, the party Volya, representatives of the Donbas battalion and the civic initiative Reanimation Package of Reforms. All of these subjects surprised the political scene by announcing their joint run.

According to the KIIS poll, only one party, Samopomich, has 2,9%; the other allies, except Volya, are not political parties, so their electoral support is not yet known. At the same time, a synergistic effect could work here, and then a new poll would show qualitatively new figures for Samopomich and its allies.

The atomized Party of Regions is also trying to go the second route, its clone the Party of Ukraine’s Development (PUD) and another 25 public organizations unknown to the public. The statement on forming an Opposition Bloc on the basis of the former pro-government party was made by PUD executive committee chairman Serhiy Larin.

Finally. Registration of candidates in single-mandate electoral districts is carried out until 25 September. According to the Central Election Commission, 69 candidates have registered so far, while there are more than 200 seats in parliament for majoritarian deputies. No rush in candidate registrations has been observed so far.
