-- The first reprimand was supposedly for purchasing software for the customs office. But that does not correspond to reality at all. Because we did not purchase software. We believe that is a corrupt approach. Because you could make deals with the commission and build a huge business on confiscated goods. We proposed using a lottery tool — when a warehouse to store state-confiscated property is chosen at random. And for that I received a reprimand! But interestingly, now this tool is being implemented at the national level.

-- So Mr. Nasirov wants to fire you? But if you work transparently and effectively, why do they want to get rid of you?

-- It’s simple. We created a precedent showing that you don’t have to divide cash flows, but can actually change things in the interests of people. For Mr. Nasirov, a person who has headed the SFS for over a year and does virtually nothing besides extracting money in various forms, this causes discomfort. We are a constant irritant. As I know, under Mr. Nasirov even an office has been formed whose purpose is to discredit our attempts and stop what we are doing. Because if we achieve what we want — create a truly transparent system — it will no longer be possible to operate the old way. I deliberately went there to change that. For me it was an important challenge. I understood that taking a post in the most corrupt sphere and showing results there was very important. -- Can you give concrete examples of changes?

-- We reduced the number of physical inspections and prohibited other control agencies (such as the police, the Security Service, the border guard — everyone who used to “shake down” business) from conducting inspections without prior approval. Processing time for companies with low reputational risk decreased from 4 hours to one hour. The average processing time for international transit decreased more than threefold and is now only 10 minutes. Today 89% of all cargo passing through Odesa Customs is processed at the contract price rather than by indicative prices — to reduce the possibility of fictitious inspector decisions. So everything we do is service-oriented. We say the state is created to provide services to the people who live in it. Customs is also a service organization. Sometimes business uses this opportunity, and sometimes an official does. It depends on what’s convenient for whom. Sometimes an official may raise the price and demand a bribe, and sometimes business may pay a bribe so the price is lower than the official’s proposed price. It’s a kind of trade. What do we do? We work using the prices specified in the contract. We don’t work with businesses operating in the gray, or rather dark-gray zone. The consequences are twofold. On the one hand, in recent months more than 200 new companies have come to Odesa Customs. On the other — many companies, including Odesa-based ones that were used to underpaying taxes to the budget and making deals instead of paying honestly, are moving to other customs offices — to places where they can find a “compromise.” We created a white field in Odesa so those who want to work honestly have that option. -- За що ж тоді він вас покарав?

-- Перша догана була начебто за закупівлю програмного забезпечення для митниці. Та це ніяк не відповідає дійсності. Тому що ми не закуповували програмне забезпечення. Програмне забезпечення, яке ми хотіли використати в пілотному проекті, надає ООН на безоплатній основі. Далі була догана за збереження психотропних речовин на складах у 2014 році, коли я ще не працювала керівником митниці. Третя догана -- за впровадження лототронів для розподілу конфіскату по складах.

-- Вас запідозрили в тому, що ви намагаєтесь щось робити підкилимно?

-- Так ось якраз навпаки -- за те, що ми вирішили усе робити публічно. У нас розподіл традиційно відбувався через комісії. Комісія засідала й вирішувала, куди піде конфіскат. Ми вважаємо, що це -- корупційний підхід. Бо з комісією можна було домовитися і робити на конфіскаті величезний бізнес. Запропонували використовувати інструмент лототрону -- коли випадковим чином обирається склад, на якому зберігатимуть конфісковане державою майно. І за це я отримала догану! Але, що цікаво, тепер використання цього інструмента втілюють на національному рівні.

-- Себто, пан Насіров хоче вас звільнити? Але якщо ви працюєте прозоро і ефективно, то чому вас хочуть позбутися?

-- Усе просто. Ми створили прецедент, коли можна не ділити грошові потоки, а реально щось змінювати в інтересах людей. Для пана Насірова, людини, яка вже понад рік керує ДФС і не робить фактично нічого, крім визискування грошей у різних формах, це викликає певний дискомфорт. Ми -- постійний подразник. Як я знаю, при панові Насірову навіть офіс сформований, мета якого -- дискредитувати наші спроби, зупинити те, що ми робимо. Бо якщо ми зробимо те, що хочемо -- створимо реальну прозору систему, то працювати по-старому вже не вдасться. У прозорій системі буде видно, куди йдуть гроші, яка ціна оформлення і так далі. Інспектор не зможе ухвалювати суб’єктивних рішень. Це небезпека для корупційної системи, яку так захищає Роман Насіров.

-- Себто, ви стверджуєте, що податкова й митна служба в Україні не змінюються через те, що їх керівник, пан Насіров, цього не хоче?

-- Cаме це я сьогодні стверджую, і роблю це з фактами. Насіров -- це уособлення саботажу змін, захисту корупційних інтересів. Він продовжує традиції своїх попередників. Система, якою він керує, нічим не краща від системи, якою керували Азаров, Клименко, Калетник та інші. За керівництва Насірова фіскальною службою у системі не змінилося нічого. Ситуація у податковій та митній сферах не поліпшилася. Ніхто не відчуває реформ, які проводить Насіров. Розчарування людей, зокрема підприємців, величезне. 6% підтримки -- це оцінка “реформаторської” діяльності голови ДФС. Згідно з усіма опитуваннями, фіскальна служба залишається лідером за рівнем корупції.

-- Добре, поясніть тоді, що ви робите по-іншому на митниці, якою керуєте?

Я свідомо йшла туди працювати, щоб це змінити. Для мене це був важливий виклик. Я розуміла, що піти на посаду в найбільш корумповану сферу і показати там результат -- це дуже важливо. Тепер Одеська митниця є не синонімом корупції, а синонімом позитивних змін. Нині представники бізнесу розповідають, що коли приходять на інші митниці оформлятися і там у них просять хабар, то вони кажуть: “Якщо ви хочете хабара, то ми підемо на оформлення в Одесу”. Я розумію: те, що ми зробили, -- це багато в межах митної системи України (бо тут узагалі майже нічого позитивного не відбувається в сенсі реформ), але цього замало, якщо говорити про цілі, які ми собі ставили.

-- Чи вдалося вам зрозуміти, які корупційні схеми є ключовими на українській митниці?

-- Безумовно. Найголовніша -- це заниження ціни за допомогою використання індикативних цін -- коли з інспектором можна домовитися, за яку ціну пропустять ваш товар. Таку можливість іноді може використовувати бізнес, а іноді -- чиновник. Усе залежить від того, кому як зручно. Іноді чиновник може підвищувати ціну й вимагати хабара, а іноді бізнес може платити хабар за те, щоб ціна була нижчою, ніж запропонована чиновником. Триває така собі торгівля. Що робимо ми? Працюємо за цінами, вказаними в договорі. Не працюємо з тим бізнесом, який діє у сірій чи, точніше, у темно-сірій зоні. Наслідки -- двоякі. З одного боку, за останні декілька місяців до нас, на Одеську митницю, зайшло понад 200 нових компаній. З іншого -- багато компаній, зокрема одеських, які звикли недоплачувати податки до бюджету і домовлятися, замість того, щоб чесно платити, переходять на інші митниці -- туди, де їм вдається знайти “компроміс”. Ми в Одесі створили біле поле -- щоб той, хто хоче працювати чесно, мав таку можливість. Але для того, щоб повністю змінити ситуацію і зберегти державі гроші, треба змінити всю систему. Не може один регіон перекрити ці потоки. От мені, наприклад, казали: ви, перебуваючи на посаді, не збираєте хабарів. Це означає, що корупційна машина втрачає приблизно 700 доларів з кожного контейнера. Зважаючи на кількість контейнерів, які проходять в Одесі, це 700 тисяч доларів на місяць. Лише на цьому. Я не тримаюся за цю посаду. Для мене не принципово бути керівником митниці. Однак я хочу досягнути результату, продовжувати робити те, що ми робимо. Ми хочемо реформ, ми можемо їх впроваджувати і не зупинимося на досягнутому. Ми з паном Насіровим різні.
