Luxury car fleet and elite cottages in the Carpathians: how former SFS head Myroslav Prodan got rich after dismissal

While former head of the State Fiscal Service Roman Nasirov is serving his sentence in prison (and will stay there until 2031), his deputy, career tax official Myroslav Prodan, has unexpectedly become wealthy. The SAP accused the top official of illegal enrichment of 89 million hryvnias, but the case was closed thanks to the Constitutional Court (CCU).

NABU tried to prove that Prodan illegally enriched himself while serving the state his whole life. However, the case fell apart. And shortly thereafter Prodan and his family members began registering numerous assets worth several million dollars in their names.

The tax official became wealthy quickly after his dismissal

In 2005, when Prodan was 26 years old, he took a job as chief tax inspector at the Mohyliv-Podilskyi united tax inspection in Vinnytsia region. A graduate of the Rivne Institute of Slavic Studies, he quickly built his career.

He headed the fiscal service in Vinnytsia region, and in 2016 he moved to work at the Central Office. The peak of his career was the position of deputy head of the State Fiscal Service (now split into tax and customs services). His boss was Roman Nasirov. The latter was sentenced to six years in prison for illegal decisions benefiting the business of former MP Oleksandr Onyshchenko.

Prodan was considered a man of Volodymyr Groysman, who at the time of Prodan’s appointment to SFS leadership served as prime minister. Nasirov, by contrast, was seen as part of President Poroshenko’s team. Prodan’s appointment took place with the prime minister’s support.

NABU accused Prodan of illegal enrichment. But the Constitutional Court declared Article 368–2 of the Criminal Code (illegal enrichment) unconstitutional, so NABU closed the case against Nasirov’s deputy. The lion’s share of the property that the tax official supposedly obtained illegally was located in Turkey.

Thanks to the CCU, Prodan’s defense did not have to prove the legality of the property’s origin. With one decision, the Constitutional Court dismantled all the cases under that article. Soon the Verkhovna Rada reinstated the article on illegal enrichment, but Prodan was fortunate, and law enforcement no longer had claims against him.

"Telegraf" analyzed Prodan’s assets in his last declaration for 2019 and the objects that could be found as of August 2026. And the difference is striking.

While serving in the SFS, Prodan did not own a car. Initially, though, he had the right to use his mother Svitlana Mykolaivna’s car (the woman is now 79 years old) – a relatively modest Lexus RX 350 2012 year of manufacture. According to "Telegraf," she is not currently registered as the owner of any car. Later the fiscal rented cars from several companies, including Company Antey LLC and VKF Ruta.

The car that belonged to Prodan’s mother

However, after his dismissal the former tax official acquired a substantial car fleet. In October 2025 he became the owner of a black Mercedes-Benz GLE-Class 2023 year of manufacture. The cost of such a car can reach 90 thousand dollars. His fondness for Lexuses has also remained: Prodan owns a luxury Lexus GX 460 2022 year, which costs about 70 thousand dollars.

In addition to cars, Prodan owns a Harley-Davidson Tri Glide trike 2021 year and a BMW R 1300 GS motorcycle 2024 year. Those two vehicles would now cost around 50 thousand dollars. Together with the cars, that amounts to about 210 thousand dollars.

His wife Lyudmyla did not own a car as of 2019. However, she invested in a large amount of real estate near the resort town of Yaremche.

At the end of last year she became the owner of four houses in the village of Polianytsia, which is part of the Carpathian National Nature Park. The houses range in area from 455,7 to 456,7 sq. m. Lyudmyla Prodan has an open sole proprietorship (FOP) with the KVED code "55.10 Activities of hotels and similar accommodation".

So, likely the four houses will serve for hotel business. In this settlement several cottages with a total area of 478 sq. m are being sold for 44,6 million hryvnias. Meanwhile the total area of the cottages owned by the ex-tax official’s wife is over 1800 sq. m, and the value of such real estate can reach 100–150 million hryvnias.

Prodan also went into business

Nine months ago Myroslav Prodan opened a sole proprietorship (FOP) – the former tax official is engaged in "legal activities" and is on the third group of the single tax. However, judging by the scale of his assets, the former official does not appear to have money problems.

In February last year he became the owner of an apartment of 101,2 sq. m in the Premier Tower residential complex in Vinnytsia. A square meter in this residential complex costs from 1,5 thousand to over 3 thousand dollars (depending on whether it has been renovated). Prodan also owns several parking spaces and a non-residential space of 7,6 sq. m in the same complex.

NABU effectively removed itself from investigating Myroslav Prodan’s assets, ignoring the rapid growth of his wealth after his resignation from public service. Despite the fact that illegal enrichment again became a subject of close attention by law enforcement, the former tax official found himself outside any official investigations. This situation looks paradoxical against the background that previously this agency had made efforts to prove the official’s illicit income.

Myroslav Prodan not only managed to avoid responsibility in the past, but also transformed his status into ownership of assets worth millions of dollars. We are talking about a luxury car fleet, elite real estate in the Carpathians, and property in modern residential complexes, which does not at all correlate with a typical civil servant’s career.
