Head of the NHSU Could Be Head of a Department at the Capital’s Emergency Hospital

The head of the Department of Emergency Therapy at the Kyiv City Clinical Hospital of Emergency Medical Care, Serhiy Krasyuk, is applying for the position of director of the National Health Service of Ukraine. Yesterday, 26 May, Krasyuk submitted a candidate declaration for this position.

The deadline to submit documents for the repeat competition for director of the National Health Service of Ukraine was extended until Wednesday, 27 May.

This was announced by Health Minister Maksym Stepanov during a briefing on 25 May. According to the declaration, Krasyuk owns a quarter of his parents’ apartment in Kyiv; the other real estate belongs to his wife.

These are two apartments in the capital with 98 and 40 “square meters,” a garage in Kyiv, 50% of a residential house and a plot of land in Pohly (Vasylkiv district, Kyiv region), and one-third of another apartment in Kyiv. Krasyuk owns a Suzuki Grand Vitara from 2011, the value of which is somewhat understated in the declaration (listed as 210 thousand hryvnias versus the actual 300, – ed.).

The doctor has no savings. Last year he earned only 146 thousand 767 hryvnias from his job at the Kyiv City Clinical Hospital of Emergency Medical Care. And despite Krasyuk being a therapist of the highest qualification category with 18 years of experience, his chances of getting the position are very small, because the pool of those eligible to apply was significantly restricted. The qualification requirements for candidates were set as follows: – a higher education degree — at least a master’s. – total work experience — at least seven years; – experience in civil service positions of category “A” or “B” or in positions no lower than heads of structural units in local self-government bodies, or experience in managerial positions in the field of state financial guarantees for medical services — at least three years. – fluent command of the state language. – command of a foreign language that is one of the Council of Europe’s official languages (English and/or French).

Thus, currently only a civil servant can apply for the competition. Because the law on financial guarantees of medical services is not yet three years old: it was only adopted in the fall of 2017, so many specialists cannot have three years of experience and therefore cannot apply for the competition.

Earlier, Health Minister Stepanov rejected all three candidacies for director of the National Health Service of Ukraine that had made it to the final round. Now the head of the NHSU can be selected without a competition, by signing a contract for civil service in accordance with current legislation. The candidates for the post were acting NHSU head Oksana Movchan, deputy head of the NHSU Nataliya Ryabtseva, and director of the NHSU Contracting Department Andriy Vilenskyi.

On 21 May at a press briefing Stepanov explained his decision by saying the candidates did not fit his vision and qualities. Reference: the NHSU is the body created as part of the medical reform in 2017. It controls all payments in the healthcare sector, selects the hospitals that will receive state funding, and oversees the distribution of more than 100 billion hryvnias each year to pay for patient services.
