If environmental safeguards and public oversight are weakened, the risks of nontransparent decisions favoring particular interests increase.

For Ukraine this is also a matter of fulfilling its eurointegration commitments. The first negotiation cluster — “Fundamentals” — is open, and one of the next is the “Green Agenda” cluster. Harmonizing Ukraine’s environmental legislation with European law is an integral part of its accession to the EU.

One such safeguard that could protect the environment and reduce corruption risks could have been the law “On the Emerald Network.” But Ukraine still has not adopted it. The Emerald Network is a pan-European network of particularly valuable natural territories created to protect rare species of plants and animals. Its creation and development are an international obligation for Ukraine: it is required of us, among other things, by the Bern Convention.

The relevant bill was before parliament even before the full-scale invasion — in 2021. But its consideration failed — it lacked votes. Virastyuk, Savchuk, Proshchuk and Tymofiichuk voted for this legislative initiative. Fris did not vote, although he supported agenda items before and after the “On the Emerald Network” bill. And Matusyevych simply pulled his card out during consideration of this important ecology-preservation issue.

That amendment was lobbied by two women MPs — Yefimov’s former colleague Antonina Slavytska (elected from the banned party OPZZh) and at the time chair of the Servant of the People party Olena Shuliak.

Ironically, when parliament considered this issue, construction of wind turbines began in the Carpathians on the Runa meadow — foundations were being laid. Despite the halted environmental impact assessment procedure, public exposure, and criminal cases for virgin forest logging, the work did not stop. Adoption of the scandalous amendment would have effectively allowed the installation of turbine foundations.

During consideration of the legislative initiative MP from Lviv region Natalia Pipa demanded the amendment be put to a vote in the Verkhovna Rada and emphasized that it was harmful. The amendment received 225 votes. Essentially, one vote was missing for the amendment to become law.

Vintoniak did not vote for the amendment that benefited the construction of wind power plants.

Veteran and biologist Andriy Tupikov, who collected more than 26 thousand signatures on a petition to Zelensky and called on the president to submit a bill to preserve the Carpathian high mountains from development, notes: “Using geoinformation technologies I regularly detect violations of environmental legislation. A significant part of Bukovel consists of parceled-out forest fund lands. We are talking about dozens of plots. And the dealmakers do not stop there. Management of natural resources, land use and urban planning involve significant financial resources, and weakening environmental safeguards creates additional opportunities for nontransparent decisions and abuses. That is why during the International Conference on Ukraine’s Recovery (Ukraine Recovery Conference 2026) in Gdańsk international partners emphasized: the country’s recovery must be not only fast but also honest and environmentally sustainable. But the people’s deputies seem to try every year to find ways to bypass the demands of civil society and international partners.

In the context of transparent reconstruction rules it is worth recalling the high-profile urban planning bill — the construction “reform” (No. 5655). Its authors said the document would digitalize the construction sector and speed up the country’s recovery. At the same time the bill carried risks of creating cartel collusion and drew public criticism, and the European Parliament and the European Commission voiced their reservations.

Vintoniak, Fris, Virastyuk, Matusyevych and Proshchuk voted for the urban planning reform; Tymofiichuk did not vote. The only representative of the region who pressed the “against” button was Svoboda member Oksana Savchuk. After the bill was adopted in the second reading, citizens collected the required number of signatures for a petition calling on the president to veto the law in less than a day. The president still has not signed it after several years.

Тут варто нагадати, що спортсмен Вірастюк, який вбачав у протестах політичний слід, до парламенту потрапив під час довиборів на одному з округів Франківщини і розрив між ним та його основним конкурентом колишнім народним депутатом Олександром Шевченком склав менше 800 голосів. Якщо разом із цим послаблюються природоохоронні запобіжники та громадський контроль, зростають і ризики непрозорих рішень на користь окремих інтересів.

Для України це ще й питання виконання євроінтеграційних зобов’язань. Наразі відкрито перший переговорний кластер – «Основи», а одним із наступних є кластер «Зелений порядок денний». Гармонізація екологічного законодавства України з європейським є невід’ємною складовою її вступу до ЄС.

Одним із таких запобіжників, який мав би захистити довкілля і зміншити корупційні ризики, міг би стати закон «Про Смарагдову мережу». Але Україна досі його не ухвалила. Смарагдова мережа – це загальноєвропейська мережа особливо цінних природних територій, створена для охорони рідкісних видів рослин і тварин. Її створення та розвиток є міжнародним зобов’язанням України: цього від нас, зокрема, вимагає Бернська конвенція.

Відповідний законопроєкт був на розгляді парламенту ще до повномасштабного вторгнення – 2021 року. Але його розгляд провалили – забракло голосів. За цю законодавчу ініціативу голосували Вірастюк, Савчук, Прощук та Тимофійчук. Якби цей законопроєкт підтримали – захищати Карпати зараз було б значно легше.

Варто додати, що Матусевич до того, як став народним депутатом, працював у лісовій галузі, а нині є членом екологічного комітету. Тобто саме він мав би бути одним із тих депутатів, які найкраще розуміють значення природоохоронного законодавства для Карпатського регіону. Натомість він став одним із авторів законопроєкту, який пропонував дозволити окремі санітарні рубки без обов’язкової оцінки впливу на довкілля (№ 9516). Документ розкритикували WWF-Україна, Українська природоохоронна група, «Екологія Право Людина», «Голка» та інші природоохоронні організації. Зрештою парламент його не підтримав.

Але інколи небезпечні для довкілля норми намагаються провести не окремим законопроєктом, а «заховати» у документі, який на перший погляд взагалі не стосується екології.

Саме так трапилося із спробою легалізувати будівництва вітряків на високогір’ї. У законопроєкт, який стосувався компенсацій громадянам за майно, знищене або пошкоджене війною (проєкт № 13174) внесли правку, яка була вигідна ексрегіоналу та колишньому народному депутату Максиму Єфімову. Серед представників Івано-Франківщини «за» шкідливу правку проголосували Ігор Фріс, Василь Вірастюк, Едуард Прощук та Олег Тимофійчук.

Олександр Матусевич участі в голосуванні не брав, а Оксана Савчук була відсутня.

У контексті захисту високогір’я від вітряків, варто наголосити, що голова обласного осередку «Слуг народу» Вінтоняк під час виїзного засідання комітету, яке відбулося в Ужгороді 2025 року, розкритикувала роботу Держінспекції архітектури та містобудування, яка дала дозвіл на побудову фундаментів на полонині Руна без проведення оцінки впливу на довкілля. Вінтоняк не голосувала за правку, яка була вигідною для побудови вітрових електростанцій.

Ветеран і біолог Андрій Тупіков, який зібрав понад 26 тис. голосів під петицією до Зеленського і закликав президента подати законопроєкт для збереження від забудови високогір’я Карпат, зазначає: «За допомогою геоінформаційних технологій я регулярно вишукую порушення природоохоронного законодавства. Значна частина Буковеля – це роздерибанені землі лісового фонду. Мова про десятки ділянок. І на цьому ділки не зупиняються. Зараз вже місцева влада почала виділяти ділянки під продовження Буковелю – курорти-монстри «Бистриця» та «Свидовець». Стосовно частини цих ділянок вже йдуть судові процеси, лише в цьому році прокуратура повернула більше 20 земельних ділянок державних лісів. Тому такі ініціативи як узаконення крадіжок землі – так званий закон Ігоря Мазепи та новий проєкт Цивільного кодексу чи спрощення суцільної вирубки лісів, як це передбачав проєкт 9516 – це лобізм тих, хто хоче бачити Карпати забудованими».

Управління природними ресурсами, використання земель і містобудування пов’язані зі значними фінансовими ресурсами, а послаблення екологічних запобіжників створює додаткові можливості для непрозорих рішень та зловживань. Саме тому під час Міжнародної конференції з питань відновлення України (Ukraine Recovery Conference 2026) у Гданську міжнародні партнери наголосили: відбудова країни має бути не лише швидкою, а й доброчесною та екологічно сталою. Але народні депутати, схоже, щороку намагаються знайти шлях, як обійти вимоги громадського сектору та міжнародних партнерів.

У контексті прозорих правил відбудови варто згадати резонансний законопроєкт – містобудівну «реформу» (№5655). Її автори заявили, що документ має цифровізувати сферу будівництва та пришвидшити відбудову країни. Водночас законопроєкт мав ризики створення картельних змов та викликав критику суспільства, а Європарламент та Єврокомісія висловили свої застереження.

За містобудівну реформу проголосували Вінтоняк, Фріс, Вірастюк, Матусевич та Прощук, Тимофійчук не голосував. Єдиною представницею регіону, яка натисла кнопку «проти» була «свободівка» Оксана Савчук. Після ухвалення законопроєкту у другому читанні громадяни менш ніж за добу зібрали необхідну кількість підписів під петицією із закликом до президента ветувати закон. За кілька років президент його так і не підписав.

У питаннях національної безпеки депутати від Франківщини, як правило, були одностайними – вони підтримували важливі для держави ініціативи.
