The firm of former Justice Ministry employee Pavlenko won state contracts worth more than 1 billion hryvnias, and after BEB attention it was re-registered to a Tajik

The firm, founded by former Justice Ministry employee Serhiy Pavlenko, received state contracts totaling nearly one and a half billion hryvnias. After the BEB became interested in its activities, the company was renamed, “re-registered” in Zaporizhzhia, and registered to a citizen of Tajikistan.

Together with former National Police investigator Vitaliy Sheverun, Pavlenko created a network of contracting companies (“TEP-Capital.” and “TEP Kapital”), which over several years won state tenders totaling more than 1,4 billion hryvnias. At least 195 million hryvnias of these funds were transferred to related firms “Bilding Set” and “Bilding Set Trade,” which had a minimal number of employees and used shared IP addresses for tax reporting, the BEB found.

The office of “TEP-Capital.” was registered in Kyiv on Yaltynska Street, 5-b — in a mass registration space where 977 companies were listed. The warehouse was rented from sole proprietor Sheverun Yuliya Olehivna — the wife of Vitaliy Sheverun.

Key figures in the investigation are Serhiy Pavlenko, Vitaliy Sheverun (owner of “Bilding Set” and “Bilding Set Trade”) and the “nominal” owner Karimi Asoolat Ismatzoda. The case is being handled by the Kyiv department of the BEB. During a search, law enforcement seized 24 seals, including those of the companies “Bilding Set” and “Bilding Set Trade.”

To the accounts of these related entities, TOV “TEP-Capital.” transferred tens of millions of hryvnias: 129,1 million hryvnias — to “Bilding Set” (a firm with two employees, which tax authorities consider a risky payer) and 66,5 million hryvnias — to “Bilding Set Trade” (with one employee).

In total, about 195 million hryvnias were funneled to the accounts of affiliated companies. Case materials indicate that for filing tax reports “TEP-Capital.”, “Bilding Set” and “Bilding Set Trade” used the same IP addresses.

When problems with the BEB and legal disputes with partners (“Oxi Bank,” “Ukrposhta”) began, the company was decided to be “buried.” In April 2026 the year, “TEP-Capital.” was renamed “Promilex,” moved to Zaporizhzhia, and the new owner and director became Tajik citizen Karimi Asoolat Ismatzoda, who is already registered as the owner of 236 companies in Ukraine.

By the same scheme, “Bilding Set” in April 2026 was re-registered to Ismatzoda, and “Bilding Set Trade” in March 2026 was transferred to 27-year-old Andriy Sosonnyi, who is listed as owner of more than 500 firms across the country.

Before Sheverun finally re-registered the old company to the Tajik citizen, partners created a new entity without the period and hyphen in the name — TOV “TEP Kapital,” registered in March 2025.

For some time both firms operated in parallel. The new company also rented a warehouse from Yuliya Sheverun under a similar agreement, and an office from “Bilding Set.” In one and a half years the newly established firm won tenders worth 940 million hryvnias, using the same connections and addresses to avoid liability for unfulfilled contracts.

The largest amount the new company “Tep Kapital” received was from the Education Department of the Solomianska District Council of Kyiv — 464,7 million hryvnias. In particular, 240 million hryvnias were allocated for the reconstruction of the gymnasium on General Tupikov Street, 27 for a kindergarten.

It is likely that Pavlenko and Sheverun “restarted” their firms under new names but with the same offices and warehouses, solely to avoid law enforcement attention and to escape responsibility for unfulfilled contracts. Old clients, including “Ukrposhta,” are forced to sue the company that is now officially owned by a Tajik citizen, who evidently does not intend to comply with Ukrainian court orders.
