From police officer to entrepreneur
Vitalii Sheverun is a former senior investigator of the National Police of Ukraine who, after leaving law enforcement agencies, became known as an entrepreneur, expert, and advisor in the field of public procurement. As of August 2026, his name appears in a major investigation by the Economic Security Bureau (ESB) and Ukrainian media regarding the use of budget funds for construction and repairs.
Background and reputation
According to official asset declarations from Opendatabot, Vitalii Sheverun worked for a long time within the Ministry of Internal Affairs/National Police structure: he held the position of senior investigator in the Investigative Department of the Main Directorate of the National Police (ID MDNP) in Kyiv region and worked as a senior operative officer on particularly important cases. In March 2020, he officially resigned from law enforcement, submitting a declaration prior to his dismissal.
After leaving public service, Sheverun engaged in the construction business and public procurement. He is the owner and managing partner of the construction company "TEP-Capital" and has authored analytical articles for the specialized publication "Advisor in Public Procurement." When the company's activities attracted active interest from the Economic Security Bureau, the organizers resorted to a reputation "cleansing" tactic. The old firm burdened with criminal cases was renamed, its legal address was changed to Zaporizhzhia, and it was re-registered to a nominal owner—a citizen of Tajikistan.
