Three Priority Reforms: General Vovk Presented His Vision of a New State Model

General and former head of the Main Investigation Department of the Security Service of Ukraine Vasyl Vovk outlined three key changes that, in his view, are necessary for the Ukrainian state. These are the very elements that underlie the program of the party "Alternative," which he leads.

In an interview with OBOZ.UA, Vovk explained the foundations on which he plans to build the political force, and also named three areas in which its approach should differ from the actions of the current authorities.

According to him, the decision to move from public criticism to political activity came after realizing that merely commenting on the problems of the state system is not enough.

If you constantly say that the state system is operating incorrectly, it is not enough to remain a commentator. You need to propose an alternative model and take responsibility for it,

he explained.

On what principles will Vovk build the "Alternative"?

Vovk stressed that the "Alternative" should not be a political project created around the surname of a single well-known person. Instead, the party, in his view, is planned to be built on the basis of principles, a team, a structure, and a shared vision.

Ukrainian politics for many years works in a roughly similar way: a famous surname appears, a political project is created around it, then people, ideology, and program are sought. We want to build the opposite — from principles, structure, team, and a system of views,

the general said.

The ideology of the "Alternative" is named by its leader as conservative liberalism. At the center of this approach, according to him, should be the freedom of the person, their labor, property, and dignity. At the same time, the state's role should be limited in everyday life of citizens, but strong where it concerns the army, courts, security, and establishing rules.

Vovk defined the party's mission as striving to "return the state to the people, break the system-feed, and build an order that protects freedom".

What three changes does the general propose?

Separately, he named three areas in which "Alternative," as he says, offers a different approach than the current authorities.

The first is long-term strategic planning.

The second is personal accountability of officials, above all for corruption in wartime and decisions that affect the country's defense capability.

The third priority should be an open dialogue between the authorities and society on key issues related to the war and Ukraine's future.

In the same interview, Vasyl Vovk also spoke about a possible pause in hostilities based on the principle "we stand where we stand," after which long peace negotiations could begin. He stressed, however, that implementing such a scenario should not involve a legal renunciation by Ukraine of the occupied territories.
