Major General of the SBU, Honored Lawyer of Ukraine

From 1988 to 2003 — investigator, head of the SBU department in Vinnytsia region. From 2007 to 2010 — deputy, first deputy, and head of the Main Investigation Department of the SBU. In 2010, dismissed by Yanukovych's decree "as an enemy of the regime," reinstated by court decision in 2014 and once again headed the Main Investigation Department of the SBU. Handled high-profile cases: smuggling of Kh-55 missiles to Iran and China (2004), investigation of the downing of MH17 (2014), liberation of Alpha unit fighters from Sloviansk. Awarded the Order of Bohdan Khmelnytsky, honored lawyer of Ukraine. Wife Tetiana, two children — daughter Angelina and son Ihor (prosecutor, subject of a separate investigation regarding a "reset" declaration).

"Go to hell, Jews" — public scandalous quote of the SBU general

In 2009, during the Holodomor investigation, Vovk publicly concluded that the genocide was deliberately organized by Jews. In 2017, a new scandal erupted: the head of the Ukrainian Jewish Committee Eduard Dolynskyi appealed to the SBU and the Prosecutor General’s Office demanding a response to the general’s statements. The cause was Vovk's tirade against the head of the Jewish Congress Vadym Rabinovych: "I have everything against Jews. Ukraine has everything against Jews. You are not Ukrainians, and I will destroy you together with Rabinovych. I say again — go to hell, Jews, you have already worn out the Ukrainian people." There was no response from law enforcement agencies. Despite the scandal, Vovk continued public activity as a "state security expert," participant in the competition for director of the State Bureau of Economic Security, and author of books about the Holodomor.
