From Criminal Police to Pools and Chalets: General Koval’s Family Built a Luxury Resort in the Carpathians

Former first deputy head of the National Police Yevhen Koval, after a career in law enforcement, has come under scrutiny because of a family asset in the Carpathians.

Shypit SPA & Resort operates in Pylypets in the Zakarpattia region — a hotel and restaurant complex with a spa, pools, three restaurants, a movie theater, an embankment, and 14 chalets.

The land under the complex previously belonged to Koval’s father, Oleksandr Koval. As early as 2019, journalists reported that about 2,5 hectares of land in Pylypets were registered to him, where large-scale construction was underway. Overall, the Koval family then owned about 8 hectares in Zakarpattia, which journalists estimated to be worth approximately 30 million UAH.

The intensive construction took place during the period of Yevhen Koval’s career rise in the National Police — first as head of the Department of Internal Security and later as the agency’s first deputy head.

Bihus.Info journalists previously noted that, in their assessment, Koval’s parents’ official incomes were insufficient to finance construction of that scale. Koval himself stated that his father’s business was not connected to his official duties.

After Oleksandr Koval’s death, the land and real estate passed to his wife. In December 2024 the Shypit SPA & Resort officially opened on that site.

At the same time, there is no documentary basis to call Yevhen Koval the personal owner of the complex. The discussion concerns assets linked to his family.

Thus, questions remain regarding the origin of the funds used to acquire the land and for years of construction, as well as who actually financed and receives profit from the resort business.
