“Nothing happened without his knowledge”: Kropiva and Khudiev coordinated raids on centers that were not theirs

The case materials include records of conversations between Serhiy Kropiva and the deputy head of one of the departments of the Office of the Prosecutor General, Aydin Khudiyev. According to the investigation, they coordinated raids on call centers that did not belong to “their own.”

This is stated in the case materials.

In particular, a prosecutor recorded a conversation between Kropiva and Khudiyev from 26 June 2026 of the year. In it, Kropiva discusses the need to coordinate and supervise raids carried out within the respective proceedings.

“I’m going to be with Ayden now, talk to him about this. So that we coordinate everything there. Yes, he came up with a procedure in some way for monitoring all those people. They’re all sending raids for this week along this line. He can already draw from there. There, theoretically, he sent it to you, you monitor it. Hmm. So that he is responsible for making sure that nothing happens without his knowledge or your permission. Uh-huh. We need to go with the mouse in this case, with the little muscle. Come on,” — this is stated in the recording.

Also in another conversation, the possibility is discussed of granting Kropiva official powers to oversee criminal proceedings concerning the activities of call centers across Ukraine.

“Hello, bro, right now… They’re there with the boss negotiating regarding 309 the order: it will be a hybrid topic, all things cyber, our whole cyber story, all regions on cyber, those movements, doing them with us,” the prosecutor quotes Kropiva.

The materials also mention Ashot Gevorkyan — head of the Office of the Prosecutor General’s Department for overseeing the legality of actions by agencies combating organized crime.

The authors of the materials believe that these records contradict statements by Prosecutor General Ruslan Kravchenko that he “has nothing to do with protecting illegal call centers.”
