The government suspended the head of the Shipping Administration

The Cabinet of Ministers suspended Serhiy Hurskyi from performing the duties of head of the State Service of Maritime and Inland Water Transport and Shipping of Ukraine pending a disciplinary proceeding. The basis was information about possible violations in the leader’s work, in particular regarding navigation organization and seafarer certification.

citing a statement from the Ministry of Restoration, Infrastructure and Transport

of Ukraine.

The Cabinet made the decision to open a disciplinary proceeding

on 9 September. The duties of the head of the Shipping Administration during the

investigation were assigned to Serhiy Maksymov.

The ministry emphasized that the published information about

possible violations requires verification and legal assessment. The disciplinary

proceeding will be conducted by the Commission on the Senior Corps of the Civil Service.

The commission must inform the government of the results of the investigation by

23 October 2026.

The ministry also appealed to law enforcement agencies with a

request to verify the published information and give a legal assessment of the possible

violations.

Further personnel decisions regarding the leadership of the Shipping

Administration will be made after the disciplinary proceeding is completed.

Recall that in February the Cabinet already changed the administration’s leadership: at that time they dismissed

Mykola Kravchuk, and the duties of the head were assigned to his first

deputy Yurii Kononenko.
