Companies “twins” won VishneveTeploEnergo tenders worth over 188 million hryvnias: mayor Illia Dikov is involved in the purchases

The communal enterprise VishneveTeploEnergo awarded contracts totaling 188,9 million UAH to two companies — Municipal Construction Group (MCG) and Municipal Construction Technologies (MCT). According to the investigation, numerous links can be traced between these entities, and one company was effectively replaced by a firm with a similar name after the Antimonopoly Committee (AMCU) imposed sanctions.

In Vyshneve — near Kyiv — five streets were destroyed and hundreds of locals lost their homes after an attack on an ammunition depot in July of 2026. While residents continue to suffer from Russian UAV attacks, the Vyshneve authorities are notable for their ability to circumvent oversight bodies when conducting tenders.

A striking example is the communal enterprise VishneveTeploEnergo. Journalists analyzed the procurement of the KP and noticed a powerful contractor tandem. Together, Municipal Construction Technologies (MCT) and Municipal Construction Group (MCG) won tenders totaling 188,9 million UAH.

Thanks to this figure, both firms confidently broke into the list of VishneveTeploEnergo’s largest suppliers. Who might be behind these firms and why the AMCU has already banned one of them from participating in all tenders for three years (spoiler: the ban didn’t help).

After the first company (MCG) was fined 5,2 million UAH by the AMCU and banned from participating in tenders for collusion and using the same IP address, the twin company (MCT) with a similar name and the same founders continued to win procurements.

Both contractor firms were later re-registered to nominal persons to hide the real beneficiaries.

The State Audit Service found violations in MCT’s tenders amounting to tens of millions of hryvnias and demanded contract termination, but the KP ignored that request.

The management of the communal enterprise and the scandalous procurements have taken place under the unchanged leadership of Vyshneve’s mayor, Illia Dikov, who has previously been involved in high-profile corruption scandals involving bribes.

VishneveTeploEnergo’s favorite was placed on a “blacklist”

The KP VishneveTeploEnergo supplies hot water and heating in Vyshneve. It is one of the city’s largest communal enterprises, through which tens of millions of hryvnias pass. As with many KPs, the enterprise has its favorites who regularly win the most sought-after tenders.

Previously, that “favorite” at the KP was Municipal Construction Group. MCG won tenders worth 128 million UAH in just a few years (2023 and 2024). The LLC was engaged in heat network reconstruction. But it later turned out that MCG was cheating.

The company was placed on the AMCU’s blacklist for violations in a tender: it was fined 5,2 million UAH and banned from participating in tenders for three years. This concerned a procurement by the same VishneveTeploEnergo. Several companies participated in those bids, including KM Bud and MCG. They used the same IP address, coordinated prices in the tender, and carried out the work together (the matter concerns reconstruction of heat networks).

Instead of competitive bidding, a typical collusion took place in the tenders. MCG’s victory thanks to coordinated actions by competitors was the result of agreements. And of course this is not about price reduction through competitive bidding.

The longtime favorite was replaced by a new one with a similar name and the same owners

Last year, because of the AMCU decision, MCG lost the ability to participate in tenders. But this did not help remove the organizers of the scheme.

Thus, Municipal Construction Group as the winner of network reconstruction tenders was replaced by a firm with the same founders and a similar name. LLC Municipal Construction Technologies received more than 60,9 million UAH from the KP VishneveTeploEnergo. MCT has existed for less than three years and changed its director four times in the past year alone. According to the latest report, it employs four people, and several months ago the company “moved” (changed its legal address) from Kyiv to Zhytomyr.

Interestingly, after signing contracts with VishneveTeploEnergo, the company’s address, director, and even owner changed. At least some of the tenders were conducted with violations. For example, in June of 2025 the firm won a tender for the reconstruction of a heat network in Vyshneve worth 26,2 million UAH. VishneveTeploEnergo held an open tender, and the contract on behalf of the KP was signed on 18 July by acting director Serhii Mazur. The work was supposed to be completed last year, but along the way three additional agreements were signed, and the schedule was extended to 2026.

Among a whole series of tenders between the KP and the LLC, this one attracted special attention from oversight bodies. The State Audit Service found a number of violations in the tender and ordered the contract terminated. There is no information that the KP terminated the contract. We will separately ask the auditors how the State Audit Service will react.

The State Audit Service does not publicly disclose the substance of violations. They usually withhold inspection materials because they pass them to law enforcement and they become part of a pre-trial investigation. But considering that officials indicated violations of subparagraph 2 of paragraph 44 of CMU resolution No. 1178, the KP likely had legal grounds to reject LLC Municipal Construction Technologies’ proposal (for example, due to noncompliance with the technical specification or absence of mandatory documents), but did not do so.

Already a few weeks after signing the mentioned contract, on 5 August 2025, the KP and Municipal Construction Technologies signed a new one — for almost 15 million UAH — for the reconstruction of the heat network on Kyivska Street in Vyshneve. The tender was held with one participant. The communal enterprise continues purchases from MCT this year as well.

Who owns MCG and MCT: names disclosed

Municipal Construction Technologies was founded in September of 2023 by Kyiv native Liudmyla Denysiuk together with her Vinnytsia partner Serhii Korinets. In April of 2025, on the eve of receiving the first tenders in Vyshneve, two new owners appeared in the company: Anton Maksymovych and Dmytro Usanov. Four months later, Usanov’s share was transferred to Kyiv resident Larysa Partakeli. After that the company was re-registered to Serhii Smirnov, and later — to Kyiv resident Tetiana Kuzub, who also officially serves as the firm’s director.

It is likely that Tetiana Kuzub is a nominee owner, since more than 300 firms across the country have already been registered to the 52-year-old woman. In addition, dozens of administrative cases have been opened against her for not keeping tax records in her LLCs.

However, the first owner of Municipal Construction Technologies, Liudmyla Denysiuk, is likely not an accidental person. In 2022 she also founded the aforementioned Municipal Construction Group.

Now Municipal Construction Group, like Municipal Construction Technologies, is registered to a nominee. At the end of 2025, already after the AMCU decision, the firm was registered to Mykolaiv resident Dmytro Zakhod, who is registered to more than 150 companies.

So one company illegally profited from VishneveTeploEnergo tenders, and when AMCU stopped it, the twin company with the same founder and a similar name began winning those same tenders. And this twin has already been caught violating rules as well — this time by the State Audit Service.

Who is truly responsible for the scandalous tenders?

Both firms are already registered to nominees, although at different times the same people appeared as directors or founders here: Kyiv residents Liudmyla Denysiuk, Serhii Smirnov, and Dmytro Usanov.

If firms can successfully hide real owners behind nominees, the KP has a director whose appointment is the responsibility of the local authorities and who reports to the mayor. VishneveTeploEnergo was headed by Serhii Mazur from April of 2023 to August of 2026, and last month the enterprise’s manager became Rita Kholodenko. The mayor of Vyshneve has been unchanged since 2011 — former police colonel Illia Dikov.

Dikov is a real political long-timer who has survived more than one scandal. In 2018 he appeared on tape offering a bribe to then acting Minister of Health Ulana Suprun. For hospital equipment he promised her an apartment in Vyshneve. Suprun turned to law enforcement and recorded all the conversations.

On one of the recordings Dikov says: "How you declare it, that’s your question, bought it or not… But there are certain funds, my personal ones." He intended to register an apartment in the Aquarelle-2 residential complex to his fund.

Dikov’s case was “buried.” The bribe was first investigated by the SAP, which at the time was headed by Nazar Kholodnytskyi (who had worked with Dikov in law enforcement for four years). On the tapes it was possible to record Kholodnytskyi giving instructions to the Aquarelle-2 developer Serhii Kaftiu on how to behave at interrogation and warning about possible searches.
